Antidumping duty on PVC imports from China and US to stay

Chemical Weekly: The Directorate General of Trade Remedies in the Ministry of Commerce has recommended imposition of definitive Anti-Dumping Duty (ADD) on imports of suspension grade PVC originating in or exported from China and the US. The duty will be applicable for a period of 30 months from the date of Notification.

For seven Chinese producers (Tianjin LG Bohai Chemical Co., Ltd., Tianneng Chemical Co., Ltd., Tianjin Dagu Chemical Co., Ltd., Xinjiang Sheng-xiong Chlor-Alkali Co., Ltd., Chiping Xinfa PVC Co., Ltd., CNSG Jilantai Salt Chlor-Alkali Chemical Co., Ltd., and Yibin Haifeng Herui Co., Ltd.), the duty (per tonne) will be US$ 61.14, while for all other producers from China it will be US$ 147.96. For the two US producers, Westlake Vinyls Company LP and Oxy Vinyls LP, the ADD will be US$ 29.99 and US$ 49.10 respectively, while for other US producers it will be US$ 115.54.

Duty on CPVC from Korea and China

The designated authority has also proposed imposition of a preliminary ADD on imports of chlorinated PVC (CPVC) resin, whether or not processed into compound, from China and Korea.

The duty applicable (per tonne) for Chinese producers/exporters will be as follows:

• Shandong Gaoxin Chemical Co. Ltd. – US$ 2,066 for resin and US$ 2,609 for compound;
• Shandong Pujie Rubber and Plastic Co. Ltd. – US$ 2,072 for resin and US$ 2,849 for compound;
• Shandong Xiangsheng New Materials Co. Ltd. – US$ 2,097 for resin and US$ 2,849 for compound;
• Weifang Sundow Chemical Co. Ltd. – US$ 2,031 for resin and US$ 2,849 for compound;
• Shandong Xuye Material Co. Ltd. – US$ 2,057 for resin and US$ 2,591 for compound; and
• For all other producers and exporters – US$ 2,031 for resin and US$ 2,849 for compound.

For all producers and exporters from South Korea, the ADD will be US$ 2,031 for resin and US$ 2,849 for compound.
