China's coal industry is mutually beneficial and win-win.

The in-depth implementation of the "one belt and one way" initiative is of great significance for strengthening China's coal international cooperation, is conducive to ensuring China's energy security, resolving domestic excess capacity, promoting the transformation and development of the coal industry, and promoting the expansion and development space of China's coal enterprises and enhancing the international competitiveness. The reality at home and abroad calls for China's coal industry to "go out" to accelerate the transformation and upgrading of China's coal industry, promote the construction of ecological civilization, and uneven distribution of coal resources. The reality urges the coal industry to "go out" and open up a new way for development. Foreign thirst for coal resources and technology also calls for China to cooperate with them.

Coal mining and utilization process will cause environmental problems such as water resources destruction, air pollution, surface vegetation destruction, land degradation and collapse. Our country pays more and more attention to the prevention and control of atmospheric pollution and the protection of ecological environment. The Opinions on Accelerating the Construction of Ecological Civilization promulgated by the Central Committee of the CPC and the State Council clearly put forward that the intensity of carbon dioxide emission per unit GDP will decrease by 40%-45% by 2020 compared with 2005, and the intensity of energy consumption will continue to decline. With the continuous increase of ecological construction, there is an urgent need to accelerate the transformation of the coal industry. At present, China is in the critical period of the transformation of new and old kinetic energy, and the coal industry is carrying out in-depth "de-productivity and restructuring". Grasping the "two markets, two resources" at home and abroad is the inevitable choice for coal enterprises to promote their own industrial upgrading, strengthen industrial transformation and development, and enhance the global competitiveness of the industry under the new form of coal market in China. Wang Lei, senior engineer of Shenhua Institute of Science and Technology, said: "China needs to study and analyze the competitiveness of the coal industry in participating in the international coal market, fully exploit and utilize its own advantages, rationally view and strive to remedy the existing disadvantages, combine demand orientation with goal orientation, and rationally design China's coal industry participation. The development path of "one belt and one road" competition will further "go out" and participate in competition. In addition, the distribution of coal resources in China is not balanced. The Central Plains and the south are short of coal, but the consumption of coal is large. Long-distance transportation of coal from north to South and from west to East is needed for a long time, and the transportation cost is very high. Appropriate import of foreign high-quality coal resources to coal-shortage areas along the southeast coast of China is beneficial to alleviate the pressure of ecological environment in coal mining areas, reduce the pressure of coal transportation from north to South and from west to east, and reduce the cost of coal use in eastern areas.

According to the data published in BP World Energy Statistics Yearbook, as of the end of 2018, the proven reserves in Russia were 160.364 billion tons, accounting for 15.2% of the global proven reserves; in India, 101.363 billion tons, accounting for 9.6% of the global proven reserves; and in Indonesia, 37 billion tons, accounting for the global proven reserves. The proven total reserves are 3.5%. In terms of output, among all the countries along the belt and road, the countries with coal production exceeding 1 billion tons in 2018 were Russia, India, Indonesia and South Africa. The output of other countries was still less than 1/10 of that of China.

Many countries have large coal reserves and low development level along the "one belt and one road". These countries have a vast coal consumption market and need to import a large number of coal resources from abroad to meet their own needs, which provides favorable conditions for China's coal industry to "go out".

The overall layout of the coal industry participates in international competition. The resources of various countries along the "one belt and one road" are different, and there is great potential and space for cooperation. Under the implementation of the "one belt and one road" initiative, China's coal industry will usher in further development, expand the coal consumption space, and promote domestic coal enterprises to actively participate in international competition.

Infrastructure interconnection is the priority area of the "one belt and one way" construction. Most of the "along the way" are emerging economies and developing countries, and many of the countries along the border are backward or even seriously inadequate. The concept of "one belt and one road" adopts the way of capital export to help the countries along the route construct infrastructure in public transport, such as airports, ports and roads. In 2014, China and 21 countries, including India and Singapore, jointly decided to establish the Asian Infrastructure Investment Bank to support infrastructure construction in various countries. At the same time, the Chinese government set up a "Silk Road Fund" to provide financial support and guarantee for infrastructure construction, resource development, industrial cooperation and financial cooperation along the "one belt" road. From a technical point of view, a series of independent intellectual property technologies have emerged in China's coal enterprises in geological exploration, coal mine construction, complex coal seam mining and safety technology, many of which have reached the international leading level. In the coordinated development of coal resources in the "one belt and one way", the output of China's advanced coal mining technology and equipment can not only enhance the coal mining capacity of the corresponding countries, but also enhance China's influence in the world's coal industry.
