Fiscal budget issuance and the issuance of local government bonds have been accelerated. The revenue and expenditure of the national general public budget have increased by 3.4% and 10.7%, respectively. The issuance of new local government bonds has increased by 2176.5 billion yuan. At the end of June, the balance of broad money M2 increased by 8.5% and the stock of social financing scale increased by 10.9%, which basically matched the nominal growth of GDP.
In addition, the summer grain and oil harvest reaped a bumper harvest, with a total output of 14.74 million tons and an increase of 29.33 million tons. In the first half of the year, the value added of industries above scale increased by 6%, of which the value added of private industrial enterprises increased by 8.7%, accelerated year-on-year, the investment in technological transformation of manufacturing industry increased by 13.1%, the value added of service industry increased by 7%, the value added of high-tech manufacturing industry increased by 9%, the investment increased by 10.4%, the investment in fixed assets increased by 5.8%, ecological environment protection and education. Investment in short board areas such as culture increased by 48%, 18.9% and 22.1% respectively.
He Lifeng said, "Overall, since this year, according to the decision-making and deployment of the Central Committee of the Party and the State Council, we have made great efforts to cope with various difficulties and challenges. The overall economic operation is stable, the structure continues to optimize and the people's livelihood continues to improve. While the global economic growth rate is slowing down, China's economy has maintained steady progress, and the growth rate is in the main economy. The economy is at the forefront, showing the enormous resilience, potential and room for manoeuvre of China's economy. At the same time, he stressed that while the overall economic operation is stable, we must see that the difficulties, challenges and uncertainties facing China's economic development have increased significantly. Internationally, the external environment is becoming more complex and severe, and the growth of world economy and trade is slowing down at the same time. Recently, the World Bank, OECD and WTO have lowered their expectations for world economic and trade growth this year. At home, economic development is facing new risks and challenges. The downward pressure of domestic economy is increasing. There are still many real economic difficulties. There are still hidden risks in key areas. There are still many shortcomings in the field of people's livelihood.
In addition, production safety accidents occur from time to time in some places, and natural disasters such as floods and earthquakes occur in some areas. Emergency management, disaster prevention and relief are arduous tasks.
He analyzed that, compared with the general plan for national economic and social development approved by the Second Session of the 13th National People's Congress in 2019, the current water environment quality, shantytown transformation, poverty reduction and other binding indicators are progressing smoothly, and the main expected objectives of economic growth, employment, income of residents, price, import and export of goods have passed through. Efforts can be made, but more efforts are needed to complete energy consumption intensity, air quality and other indicators.
Talking about working in the second half of the year, he talked about the real estate market. In June of this year, house prices in the first, second and third tier cities of 70 large and medium-sized cities declined year-on-year. In the second half of the year, we will continue to adhere to the position that housing is used for living, not for speculation. "We will implement a long-term mechanism plan for stable and healthy development of the real estate market, and we will not use real estate as a short-term means of stimulating the economy."
