Hebei: Investigate and deal with the selling points of low-quality bulk coal

Establishing a special class for bulk coal management and control

The acts of unlicensed operation of bulk coal, sale of bulk coal through streets and alleys, storage and burning of bulk coal shall be stopped in time, and timely reports to the special class of bulk coal control and control that refuse to be corrected shall be handled by the personnel of the special class of bulk coal control and control according to law.

Establish a detailed account of clean briquette supply and demand

Development and reform departments should guide briquette production enterprises to formulate production and distribution plans, establish and improve distribution systems, and actively complete the work of "briquette distribution to households covering more than 60% by the end of September and briquette distribution to households in full place before heating season", in accordance with the accounts and payment lists provided by agricultural and rural departments. 

To carry out a "look back"

Plan for banned bulk coal sales outlets, the governments of counties (cities and districts) should organize all-round arrangement for entering villages and households, and confiscate all those who sell, store and burn bulk coal in "no-combustion zone" and "two generations" work areas, and dispose of them according to law. The main urban areas and "three districts and one county" should concentrate their efforts to carry out repeated checks of key areas and links in urban villages, urban-rural junction ministry, and resolutely eliminate the storage and burning of loose coal.

No-combustion zone and areas that have completed the project of replacing coal by electricity and coal by gas shall all cancel the distribution outlets of loose coal, and those that operate loose coal without license shall be banned according to law. We will further intensify inspection and investigation, regularly carry out a "look back" on banned bulk coal sales outlets and strictly prevent the "resurgence of ashes" of banned bulk coal sales outlets.

The Plan calls for the strict and detailed inspection of vehicles transporting bulk coal within the jurisdiction by establishing joint checkpoints, road patrols and night raids. Bulk coal without coal supply and marketing contracts and the Quality Inspection Report shall be seized and handled in accordance with the law. The sampling inspection and re-inspection shall be completed within 3 days in accordance with the requirements of the program, and the intensity of sampling inspection of coal quality in circulation field shall be further strengthened to conduct full coverage sampling inspection of the whole city's coal yards. For suspected unqualified coal in the initial inspection, immediately file a case for investigation, take administrative compulsory measures, order the suspension of sales and all of them to be sealed up, apply for re-inspection in different places in areas where conditions permit, and then accept the application for re-inspection; for those who fail to submit the application for re-inspection within the prescribed time, or those who fail to do so, or for the operators to dismantle or destroy the equipment privately. All the samples are deemed to be substandard in quality, with the exception of all seizures, and are punished according to relevant laws and regulations; if the circumstances are serious, the business license shall be revoked; if suspected of constituting a crime, they shall be transferred to the judicial organ and investigated for criminal responsibility according to law.

For coal-burning enterprises, coal quality inspection system in front of furnace should be established in thermal power, steel and other industries; sampling inspection should be strengthened to increase the frequency of sampling inspection to ensure that coal quality meets relevant standards; crackdown on illegal purchasing and burning of unqualified coal should be strengthened to form high-pressure deterrence with severe penalty measures.

In the course of law enforcement, all the inferior loose coal seized or confiscated by law enforcement departments shall be handled by the local development and reform (industry and telecommunications) departments or in accordance with the relevant documents. Establish and improve the rapid treatment mechanism, do a good job of effective convergence, regulate the treatment according to law, and strictly prevent "secondary pollution".
