Data shows that from January to September, the national general public budget revenue was 15067.8 billion yuan, up 3.3% year on year, and the national general public budget expenditure was 17861.2 billion yuan, up 9.4% year on year. From May to September, it dropped by 7%, 6%, 2.8%, 4.4% and 4.2% year on year respectively. From January to September, the national tax revenue has declined by 0.4%. To be specific, the main tax categories decreased or only increased slightly year on year. Among them, the actual value-added tax revenue paid by industrial enterprises decreased by 4.1%; the enterprise income tax increased by 2.7%, with a year-on-year drop of 9.8%; the personal income tax decreased by 29.7%; the import goods value-added tax and consumption tax decreased by 8.1%. On the basis of a sharp decline of 19.3% in the same period last year, administrative fees dropped another 0.1% from January to September this year. The effect of tax reduction is good. Data shows that from January to September, the national non tax revenue was 23708 billion yuan, an increase of 536.3 billion yuan, an increase of 29.2%. Liu Jinyun, director of the treasury payment center of the Ministry of finance, said that the increase of non tax revenue was high, mainly because the central government increased non tax revenue by turning in profits through specific financial institutions and central enterprises, and local governments also increased non tax revenue by activating state-owned resource assets and turning in profits by state-owned enterprises, so as to make up for the income gap brought by the decrease of tax revenue and promote the stable operation of financial revenue and expenditure. To be specific, the operating income of state-owned capital is 479.2 billion yuan, an increase of 381.2 billion yuan, an increase of 3.9 times, 21 percentage points higher than the national non tax income; the paid use income of state-owned resources (assets) is 613.2 billion yuan, an increase of 100.5 billion yuan, an increase of 19.6%, and 5 percentage points higher than the national non tax income. At the same time, China's financial expenditure has maintained a rapid growth, vigorously supporting investment in key areas such as stable growth and people's livelihood.

From January to September, the national general public budget expenditure increased by 9.4% year on year, 1.9 percentage points higher than the same period last year, 2.9 percentage points higher than the budget growth. The central government strongly supports the local government to speed up the implementation of the expenditure budget by accelerating the budget release of fiscal transfer payments and the progress of fund allocation. From January to September, 6057.9 billion yuan of local transfer payment funds was allocated, 80.3% of the budget was completed, 5.3 percentage points faster than the chronological progress. On the whole, the fiscal revenue in the first three quarters was stable. The fiscal revenue base in the fourth quarter of last year was low. How to deal with the pressure of balance of payments has attracted much attention. In response, Hao Lei, deputy director general of the budget department of the Ministry of finance, said that various measures should be taken actively to ensure that there are no problems in the financial operation.

On the one hand, we will increase the transfer payment to local governments. In order to support the smooth operation of local finance, the central government has allocated 7.54 trillion yuan of transfer payments to local governments this year, an increase of 9% over the previous year, the largest in recent years. When allocating balanced transfer payments and county-level basic financial support mechanism awards and subsidies, we should lean towards areas with financial difficulties at the grassroots level and areas greatly affected by tax reduction and fee reduction, so as to enhance the financial support capacity of these areas. On the other hand, urge local governments to reduce general expenditure. On the basis of implementing the requirement of reducing general expenditure by 5% specified in this year's government work report, we will further increase the reduction efforts, strive to reach more than 10%, and the saved funds will be used preferentially for the implementation of such expenditures as salary guarantee, transportation guarantee, basic livelihood guarantee, etc. At the same time, guide local multi-channel fund-raising to make up for the reduced income
