Leading GDP growth in the first three quarters of the central six provinces
According to the GDP data of 31 provinces published by the National Bureau of statistics in the first three quarters of 2019, the GDP growth rate of six provinces in Central China is all higher than the national average level. Except for Shanxi, Henan, Hubei, Anhui, Hunan and Jiangxi are all in the top 10 of the GDP growth rate, while Shanxi's GDP growth rate is 6.6% higher than that of 18 provinces and cities in the whole country. In China's regional plate, the central region has a steady growth rate to highlight the quarterly report points. In addition to the late development advantages brought by the small economic volume, the industrial transfer brought by intensive policy support, the further expansion of infrastructure construction, and the rapid development of industries with deep accumulation, all contribute to the promotion of the central economy. The intensive policy support further promotes the industrial transfer in the central part of China, which has the location advantage, human resource and comprehensive resource advantage of the mainland transportation "central axis".
However, from "unknown" to today's "amazing", the central part has experienced nearly 10 years of intensive policy support. In 2009, the State Council issued the plan for promoting the rise of the central region (2009-2015), which is the blueprint for the development of the central region. In 2015, the State Council approved the development plan for the middle reaches of the Yangtze River city cluster, and in 2016, it approved the 13th five year plan for promoting the rise of the central region, clearly proposing to support Wuhan and Zhengzhou to build a national central city. In September 2018, the fourth meeting of the Central Committee for comprehensive deepening reform deliberated and adopted the opinions on establishing a more effective new mechanism for regional coordinated development, which gave more policy preferences to the development of the central and western regions from the strategic level of regional coordinated development. In May this year, the Forum on the rise of the central region pointed out that the central region should continue to enhance its comprehensive strength and competitiveness, including promoting high-quality development of manufacturing industry, improving the ability of independent innovation in key areas, actively undertaking the layout and transfer of emerging industries, and expanding high-level opening up, so as to usher in a new round of policy dividend for the development of the central region.
"Zhengzhou is the central city supported by the state for construction. Five national strategies, namely airport experimental area, free trade zone Zhengzhou area, independent innovation demonstration area, cross-border e-commerce comprehensive test area and big data comprehensive test area, have been superimposed in Zhengzhou." Shi Zhanyong, vice mayor of Zhengzhou City, introduced it at the third China service manufacturing conference. "Five national strategies superposition" is also a new word that Zhengzhou city will be mentioned first when it carries out city promotion. Wuhan, Hefei and other cities also have many national strategic positioning. According to the plan of the national development and Reform Commission, Wuhan is building a national central city supported by four major functions: national economic center, high-level scientific and technological innovation center, commercial logistics center and international communication center. Under the support of the policy, the central region is also stable in undertaking industrial transfer. At present, after nearly a decade of rapid growth, the central region has gradually formed a "cross" industrial axis with the Beijing Guangzhou line and the Yangtze River as the track. In October this year, the Symposium on economic situation of some provincial government leaders was held again to emphasize support for promoting the transfer of the central and western regions. It is understood that more attractive policies will be introduced in succession.
As the nearest central province in the Yangtze River Delta, Anhui also has famous universities in China, such as China University of science and technology, which has undertaken a large number of biomedical industry transfer, and a series of high-end projects such as gene detection, biomedical big data, targeted drug research and development have been implemented. At present, Anhui Province is striving to build a leading modern pharmaceutical industry system in China, striving to achieve a main business income of 200 billion yuan by 2020, with an average annual growth of more than 15%. In the past few years, dozens of mobile phone manufacturers and parts manufacturers have gathered in the smart terminal (mobile phone) Industrial Park in Zhengzhou airport area. At present, there are still enterprises in constant presence, most of which come from the Pearl River Delta. "We currently have 7 production lines in Zhengzhou." Tang Lu, head of Hangfeng technology, an enterprise in the industrial park, said that when the enterprise came to Zhengzhou from Shenzhen in the middle of 2017, its products covered everything from function machines to ODM. "At present, our annual output growth rate is about 20% - 30%, and our products are mainly exported to the areas along the belt and road." Not far north of the industrial park, it is one of Foxconn's largest mobile phone factories in China. The latest Apple mobile phones are being shipped out of the bonded area day and night, and sent to all over the world through the dense airline network of Zhengzhou airport. The agglomeration of electronic information industry is highly affected by local policies and regional advantages. Around Foxconn's supporting facilities, Zhengzhou tries to build an electronic manufacturing industry chain cluster. Wuhan focuses on supporting the optical fiber communication industry, and the "Optical Valley" of Donghu high tech Zone has become a well-known national optoelectronic industry base.
