Three new policy problems should be solved in coal economy

ECHEMI 2020-02-18

To solve the new policy problems in the process of improving industrial concentration, under the requirements of green development and under the background of increasing downward economic pressure in 2020, the energy industry will still face some adjustment pressure and development problems in the context of macroeconomic stability, downward pressure and difficult improvement of external environment. In the work of energy economy, we need to integrate our thinking and actions into the analysis, judgment and decision-making of the Party Central Committee, unswervingly implement the new development concept, and work hard to promote high-quality development. We should take advantage of the opportunity of preparing the 14th five year plan for energy development and plan for major issues in energy development. We should lay a solid foundation for the adjustment of energy structure and the optimization of energy distribution, improve the level of energy security supply and coordinated development, intensify efforts in international energy governance and risk prevention, and open up and innovate in the reform of system and mechanism and marketization. Since the coal industry economy bottomed out in 2016 and recovered to a more prosperous state in 2017, it has achieved a steady running situation for three consecutive years. In 2020, affected by the macro-economy, it will be difficult for the key downstream industries of coal to improve greatly, and under the influence of the downward turning point of the industrial economic cycle and the mechanism of industrial average profit rate, it will be more difficult for the coal industry economy to maintain a high prosperity.

Some low profit coal enterprises may step into the loss array, and the advantage coal enterprises need to further improve the level of high-quality development to maintain efficiency Stability of benefits. In the historical intersection period of the two centenary goals and the key year of the fourteenth five year plan formulation, the coal industry should, under the guidance of the analysis and judgment of the Party Central Committee and the decision-making and deployment, firmly develop confidence, scientifically formulate the development plan, focus on coordinating the "four major relationships", and focus on solving the "three new problems". Strengthen the confidence of industrial development and maintain the development orientation. It should be firmly believed that the actual conditions for coal to maintain its basic energy status in a long period of time have not changed, the nature of clean development and utilization and low-carbon transformation has not changed, and the basic trend of China's economic stability towards good and long-term good has not changed. The coal industry should maintain its development orientation, not only conform to the trend of energy structure adjustment, but also not worry too much about the "voice" of clean and low-carbon, but "concentrate on its own business". We will work out development plans in a scientific way and promote high-quality development. The coal industry should unswervingly implement the new development concept and scientifically formulate the development plan of the 14th five year plan. First of all, we need to find out the basic data, including resources, production capacity, construction scale and development sequence, so that the future supply scale can be predicted, and the contradiction between supply and demand can be early-warning, so as to reverse the past passive situation of "unclear base number and inaccurate policy".

Secondly, we should grasp the coordinated development relationship between fossil energy and non fossil energy, and accurately position the position of coal. Secondly, we should pay special attention to the matching of coal and electricity in quantity and space in the planning, and make clear the planning objectives for the overall scale and spatial layout of the industry. Finally, we should balance the relationship between the construction of advanced production capacity and the withdrawal of backward production capacity to prevent the excessive growth of production capacity. We will focus on coordinating the four major relationships. First, we need to coordinate the relationship between counter periodic regulation and acting according to the trend. The coal industry is still in a high boom cycle, so it is easy to "follow the trend" and increase investment. It is necessary to strictly control the investment scale according to the cyclical characteristics of the industry and the requirements of counter cyclical adjustment. In addition to the necessary resource succession, the pace of construction needs to be slowed down moderately. At the same time, under the requirements of "stable leverage" and counter cyclical regulation in the central economic working conference, we should promote the stable leverage of enterprises with low debt ratio in the head, the leverage reduction of enterprises with high debt ratio in the middle, and the leverage reduction of enterprises with small profits or losses. Especially for the coal enterprises that are hard to develop, they should not "recuperate" in the industrial boom period, but take the opportunity to make a drastic transformation. The second is to coordinate the relationship between resource reserve and orderly development. Coal enterprises should set up the concept of orderly development, and change the situation that many enterprises are seeking continuous resources at the same time of high-intensity development. Third, we need to coordinate the relationship between structural adjustment and regional energy security. In view of the shortage of coal supply caused by the withdrawal of backward production capacity in some areas, comprehensive measures should be taken from supply, storage, transportation and other aspects. The fourth is to coordinate the relationship between coal price marketization and government regulation. We will focus on solving the three new problems. The policy factors can not be ignored, especially the new problems in the new situation.

First, we need to solve the new policy problems in the process of improving industrial concentration. For a period of time, the government has done a lot of effective work in improving the concentration of coal and electricity industries through administrative means, but there are also some problems such as breaking the original market relations, destroying market vitality or increasing market obstacles, which need to be solved. Second, we need to solve the new policy problems that arise under the requirements of green development. It is mainly that there is a difficult coordination relationship among ecological protection, land use, coal development, energy security and people's livelihood issues. It is necessary to improve some "out of practice" policies in accordance with the requirements of the central economic working conference that "establish a comprehensive and overall concept, follow the laws of economic and social development, and conduct a comprehensive impact assessment for major policy introduction and adjustment". Third, we need to solve the new problems of policies in the context of increasing downward pressure on the economy. Some local governments are not only used to regard the rich profits of coal enterprises as "Tang senrou" at the stage of good economic situation, but also are more likely to "ask for money" from coal enterprises in terms of resource price and tax through some outdated policies or unreasonable requirements under the condition of economic downturn and financial tight, which causes the survival pressure of coal enterprises to increase greatly and destroys the vitality of micro main bodies. Local governments should deal with the relationship between current finance and long-term tax sources, correct the outdated policies in time, and provide a good policy environment for the high-quality development of the coal industry.
