15 enterprises with 30 million production capacity of backward carbide

On May 21, the Economic Commission of Shanxi Province announced the list of enterprises that have eliminated backward production capacity in carbide and ferroalloy industries of Shanxi Province this year. The province plans to arrange more than 30 million yuan of compensation funds to compensate 15 enterprises that have eliminated backward production capacity as planned. Relevant people from the provincial Economic Commission said that carbide and ferroalloy are the key industries in the province to eliminate backward production capacity and save energy and reduce emissions. Last year, the above industries made remarkable achievements in eliminating backward production capacity and achieved the goal of the whole year. According to the requirements of the guidance catalogue for industrial structure adjustment of the people's Republic of China, ferroalloy submerged arc furnaces with a capacity of less than 5000 KVA and less than 6300 KVA, ferroalloy calcium silicon alloy furnaces with a capacity of less than 1500 KVA and silicon calcium barium aluminum alloy furnaces shall be eliminated before the end of 2008; before the end of 2010, a single calcium carbide furnace with a capacity of more than 5000 KVA and less than 12500 KVA and an open calcium carbide furnace with a capacity of 6300 KVA shall be eliminated Submerged arc furnace, silicon calcium alloy furnace under 5000 KVA and silicon calcium barium aluminum alloy furnace. The provincial Economic Committee released the list of enterprises with backward production capacity eliminated by the carbide industry in Shanxi Province in 2008 and the list of enterprises with backward production capacity eliminated by the ferroalloy industry in Shanxi Province in 2008, in order to clarify the goals and responsibilities of all regions and further promote the elimination of backward production capacity by the carbide and ferroalloy industries in Shanxi Province.

After the backward production capacity is eliminated according to the plan, 15 enterprises in the list will be compensated in different amounts, and the compensation fund to be arranged by the province will reach more than 30 million yuan. According to the requirements of the provincial Economic Commission, all localities should conduct a comprehensive investigation into the calcium carbide and ferroalloy industries in their respective regions. According to the national industrial policy and the development status of calcium carbide and ferroalloy industry in the region, a three-year overall shut-down plan for eliminating backward production capacity is formulated, and a schedule for eliminating backward production capacity by year is worked out. In the process of eliminating backward production capacity, all localities should put an end to local protectionism, actively promote the elimination of backward production capacity, ensure that all backward carbide and ferroalloy production equipment are eliminated and discarded, so as to improve the industrial structure and industrial level of the local industry. Economic commissions at all levels will coordinate with relevant departments to take compulsory measures such as water supply, power failure, gas supply, shutdown, loan suspension and license suspension, and close down and eliminate backward production equipment, processes and enterprises in carbide and ferroalloy industries that do not conform to the national industrial policies year by year. The economic commissions at all levels will pay close attention to the disposal methods and directions of the eliminated main equipment and facilities, ensure that these main equipment and facilities are demolished and destroyed in time, prevent the resurgence of the dead, and stop the acts of selling and transferring the eliminated backward main equipment as production equipment and forming the outflow of production capacity after the fall. At the same time, the environmental protection departments at all levels will, in accordance with the laws and regulations on environmental protection, withdraw the emission permits of the enterprises listed in the closure and ban, and strengthen supervision. The province will encourage backward production capacity to withdraw from the market in advance through policies such as industry access, differential electricity price, early leave and more compensation. Where an enterprise applies for compensation funds for eliminating backward production capacity, the enterprise shall apply for compensation together with relevant materials and elimination plans before the equipment is eliminated. The municipal economic commissions will work with the financial departments to apply for the central financial incentive funds for the elimination of backward production capacity in the region.
