Children's dairy products to make up forthe shortcomings need to make multiple efforts

" Chen Mingshan said.
At the supply side end, Chen Mingshanbelieves that, first, the establishment of nutrition-oriented dairy processingsystem. Enterprises should establish the awareness of dairy is a universal foodand establish a nutrition-oriented dairy processing system, to avoid excessiveprocessing, excessive packaging, excessive additives, excessive profits of theso-called "high-end" tendency. Science and industry should increasethe basic research on children's dairy nutrition, strengthen product researchand development around the theory of precise nutrition and the currentsituation of children's nutrition, focus on the transformation of scientificresearch results, and enrich children's dairy products.
Second, optimize the linkage of dairyproduction and marketing interests and regional layout. Dairy processingenterprises in dairy developed countries are usually led by dairy farmers'cooperatives, sharing the benefits of the whole industry chain. A close link betweenproduction and marketing interests is an important prerequisite for the stabledevelopment of a country's dairy industry. It is recommended that efforts bemade to promote the integrated development of breeding and processing, supportdairy farms and cooperatives with local characteristics to produce dairyproducts and share processing and marketing dividends; guide dairy enterprisesto increase investment in breeding and improve the proportion of their own milksources; actively optimize the regional layout of the dairy industry,consolidate and expand production capacity in the northern advantageous areaswhile creating high-quality southern farm clusters to break the unbalanceddevelopment pattern of the dairy industry in the south and north.
Third, strengthen the policy support forthe revitalization of the dairy industry. Since the implementation of the dairyrevitalization strategy in 2018, the development of China's dairy industry hasbeen effective, and in the first half of this year, China's raw milk productionincreased by 8.4% year-on-year, which is the fastest growing industry in thefarming industry, but from the perspective of long-term sustainabledevelopment, it still faces challenges such as the lack of competitiveadvantages, consumer potential to be explored, and large external dependence ofthe industry. In this regard, one should increase support for high-yieldinghigh-quality alfalfa planting, optimize the promotion of alfalfa harvesting andstorage process, and increase the supply of high-quality alfalfa. Second, tosupport the upgrading of small and medium-sized pastures, the promotion andpopularization of dairy cattle breeding material disease management and otherkey practical technologies to steadily improve the feed conversion rate and cowyields. Third, encourage financial institutions to carry out live cows, farmmortgage loans and other credit product innovation, guide the agriculturalcredit guarantee system to increase support for small and medium-sized farms.
Children's dairy consumption to enhance notonly the need for supply-side efforts, the consumer side can not be absent.Chen Mingshan believes that the lack of consumption, unreasonable structure hasbecome the outstanding shortcomings of children's dairy consumption, first ofall, to strengthen the popularization of dairy science, scientific guidance forchildren's dairy consumption.
Second, through government subsidies toexpand the coverage of the "student milk" program. The subsidies for"student drinking milk" should be increased, and student drinkingmilk should be a fixed part of the nutritious meals for students, with specialsubsidies to be shared by the central government and local finances at alllevels. At the same time, special funding support is given to the promotion andmanagement of the "student drinking milk program", quality control,construction of milk bases, and evaluation of its effectiveness, so as toincrease the enthusiasm of student drinking milk producers to participate.Efforts to rural low-income areas, kindergarten children of young age into the"student drinking milk" coverage, and strive to 2025, the national"student drinking milk" coverage rate increased to 35%, to 50% in2030.
Third, to promote the transformation from"drinking milk" to "eating milk", guide enterprises toactively promote product development and technological upgrading, optimize thestructure of dairy products and processing technology, increase the productionof children's easy to accept cheese, butter and other dry dairy products, tobetter meet the diversification of children's dairy products The demand forchildren's dairy products. Consider the actual needs of students fornutritional improvement, add cheese, functional dairy products and flavoreddairy products to the student milk procurement list, and increase theproportion of dry dairy products in the supply of student milk.
