On June 5, nine ministries and commissions including the National Health Commission and the Ministry of Industry and Information Technology jointly issued the "Notice on Correcting Unhealthy Practices in the Field of Pharmaceutical Purchase and Sales and Medical Services in 2020", which proposed-to increase the investigation and punishment of commercial bribery and other acts; Crack down on improper behaviors of transferring benefits under the guise of academic conferences, scientific research collaboration, academic support, and donation funds; seriously investigate and deal with the rebates of medical consumables companies. On the same day, the National Medical Insurance Administration also issued the "Guiding Opinions on Establishing the Medical Price and Recruitment Credit Evaluation System" and the "Administrative Measures for the Recordation of Medical Representatives (Trial)".
 
On July 24, the General Office of the National Health Commission issued the "Notice on Printing and Distributing the Special Action Plan for the Work Style Construction of the Medical Industry in 2020", which clearly stated that from July this year to the end of the year, it will focus on remediation of medical staff to collect rebates and illegal drug companies. Marketing and other activities. Among them, the focus will be to check medical institutions' outpatient clinics, inpatient departments, pharmacies and other areas for medical product production and operation companies or distributors who illegally promote drugs and medical devices to medical staff and conduct business negotiations.
 
Recently, the "Guiding Opinions on Promoting the Reform of the Medical Security Fund Supervision System" issued by the state also clearly pointed out that the market-led drug and medical consumable price formation mechanism will be continuously improved, and the linkage mechanism between medical insurance payment and bidding procurement prices will be improved. Strengthen the supervision and inspection of the accounting information quality of the pharmaceutical industry, and carry out in-depth special treatment of the high prices of drugs and high-value medical consumables.
 
In general, the above documents basically run through the entire chain of pharmaceutical marketing, which also means that from the second half of the year, multiple ministries and commissions will jointly rectify the unhealthy trends in the pharmaceutical industry.

 On June 19, the National Medical Insurance Administration issued the "Notice of the Office of the National Medical Insurance Administration on Printing and Distributing the Medical Security Disease Diagnosis Related Groups (CHS-DRG) Subdivision Group Plan (Version 1.0)". The core DRG (ADRG) has been further refined into 618 groups, marking the further acceleration of the DRG pilot in the second half. According to the previous national three-step thinking of "top-level design, simulation testing, and actual payment", the simulation operation in 2020 will be a crucial step in the three-step process for DRG implementation. In the second half of the year, it is a critical period for DRG simulation operation evaluation and further improvement; and for reviewing the simulation operation situation and deploying the next step of work.
 
In June, the National Medical Insurance Administration and the Ministry of Finance jointly issued the "Guiding Opinions on the Retention of Chinese Medical Insurance Funds for Centralized Drug Purchase by the State." The core idea of the "Opinions" is to "reserve the surplus", that is, the difference between the drug cost after the VBP price reduction and the budget fund paid by the medical insurance will be returned as part of the reward to the public medical institution. The industry believes that this will correct the previous negative reporting situation in some regions and medical institutions, and promote the rational use of drugs by medical institutions, giving priority to the use of selected varieties.
 
On July 21, Shanghai Sunshine Pharmaceutical Purchasing Network issued a notice from the Joint Purchasing Office, which included the collection of basic information related to certain drugs, involving 86 product regulations. As a result, the industry predicts that the third batch of volume purchases will also be carried out in the second half of this year to continue to subvert and restructure the pharmaceutical industry. In fact, the bidding time between the second batch and the third batch of national centralized procurement is only half a year apart, which means that the procurement of drugs with volume is gradually normalizing. With the increase in the number of purchases with quantity, the price reduction range and scope are becoming larger and larger. This shows that winning bids for centralized sourcing products will become more and more important to companies in the future, and original research drug companies with strategic products will be more competitive in the tide of price cuts.

 2020 is an important year for the implementation of medical reform policies.
