China: MOA plans to ensure supply and supervision of pesticide production in 2023

On Dec 29, MOA held a national pesticide management video conference to summarize and exchange pesticide management work in 2022, and study and plan the work of pesticide production supply assurance and supervision in 2023.


Good results have been achieved in pesticide management in 2022, according to the meeting. New progress was made in the high-quality development of pesticides. The 14th Five-Year Plan for the Development of the National Pesticide Industry was issued to stabilize the production and supply of pesticides. From January to November,2022, 1,729,000 tons of pesticides were produced, ensuring the demand of both domestic and international markets. The structure of pesticide products has been improved, and four highly toxic pesticides have been eliminated. New progress has been made in the service of pesticide approval, with gradual progress made in pesticide registration and production and business licenses, and innovative and optimized service methods. By the end of December, a total of 45,000 pesticide registrations, 1,756 pesticide production licenses, and 344,000 pesticide business licenses had been issued.


New progress was made in the regulation of the pesticide market, and more than 3,600 samples of pesticides were sampled and monitored at the ministerial level, with the pesticide quality testing rate remaining above 95 percent. New progress has been made in capacity building, with 19 provincial-level pesticide risk monitoring centers and 258 community-level monitoring stations set up to enhance pesticide risk monitoring capacity.


The meeting stressed that it is necessary to fully understand the new situation and new requirements of pesticide management and make plans for pesticide management in 2023. First, it is necessary to strengthen guidance services for the pesticide industry, promote the comprehensive implementation of the development plan for the pesticide industry, and promote the transformation and upgrading of the pesticide industry and high-quality development. They also need to guarantee the supply of pesticides to ensure stable agricultural production demand and market prices. They will focus on the production, storage and supply of pesticides in winter and spring to ensure the demand for crop prevention and control drugs in spring


Second, they should optimize the service of pesticide administrative examination and approval, improve the registration and review rules, establish the pesticide registration information clerk system, strengthen the provincial registration and preliminary examination guidance and training of registration information clerk, optimize the registration and approval service so as to standardize the pesticide production and operation license examination and approval service, and do a good job in the renewal of the approval of license.


Third, they must strengthen pesticide market supervision, product supervision and random inspection through a combination of routine, special and special inspection, and crack down on the illegal production and sale of substandard pesticides. They will strengthen supervision and inspection of pesticide producers, operators and Internet operators, and intensify investigation and punishment according to law.


Fourth, the risk control of pesticides should be strengthened. It is planned to take prohibited management measures for four highly toxic pesticides, such as Omethoate, Aldicarb, Carbofuran and Methomyl, and promote designated management, real-name purchase and traceability management of highly toxic and other restricted pesticides. The fifth is to improve the support capacity of pesticide management, enrich the team of pesticide management personnel, strengthen training and guidance, strengthen information means, revise the supporting rules and regulations of pesticides so as to further strengthen the support conditions and improve the management capacity.
