Re-revision of cosmetic raw material naming
On October 26, the official website of China Institute for Food and Drug Control issued a notice on soliciting suggestions for revision of the "List of Used Cosmetic Ingredients". It is planned to revise the "List of Used Cosmetic Ingredients". The deadline for soliciting opinions is October 2020. 30th.
The notice requires that all levels of drug regulatory agencies and inspection agencies, relevant industry associations, manufacturers, and scientific research institutions can propose amendments to the safety and naming accuracy of raw materials in the "List of Names of Used Cosmetic Ingredients" (2015 Edition) .
The State Food and Drug Administration (hereinafter referred to as the State Administration of Food and Drug Administration) started the management of new raw materials. In May 2011, the General Administration issued a new raw material declaration and review guide. Starting from the end of 2011, the General Administration has issued the "List of Used Cosmetic Ingredient Names" in batches. On February 7, 2013, the General Administration issued a notice (No. 1) on the list of names of cosmetic raw materials approved for use (first batch), listing a total of 1,674 raw materials. On May 7, the General Administration again issued a notice (No. 2) on the list of names of cosmetic raw materials approved for use (the second batch), a total of 411 kinds. In March 2014, the General Administration issued a letter on organizing the collection of opinions on the "List of Names of Cosmetic Ingredients Used (Draft for Comment)" and successively issued announcements. On June 15, 2015, the "List of Names of Used Cosmetic Ingredients" was officially implemented, ushering in the first adjustment and update notice; on December 23 of the same year, the General Administration issued an announcement stating that the list of names of used cosmetic ingredients was adjusted and updated to form a " List of names of used cosmetic ingredients" (2015 version).
The first revised "List of Names of Cosmetic Raw Materials Used" (2015 Edition) is an objective collection of the raw materials used in cosmetics produced and sold in my country, including a total of 8,783 cosmetic raw materials that are allowed to be used. This time, the Chinese People's Procuratorate issued a notice on soliciting revision suggestions, indicating that the "List of Names of Used Cosmetic Ingredients" will usher in the second adjustment and update.
Li Yongsheng, chief R&D engineer of Huaji Group and executive deputy secretary-general of Oriental Beauty Valley Cosmetics Technology Research Center, told reporters: With the globalization of raw materials and products, laws and regulations also need to be updated and supplemented to the existing "catalog". In addition, with the development of science and technology, the safety of some products will change, and it is necessary to revise the Catalog for a period of time.
The diversity and safety of raw materials play a role in promoting the development of cosmetic technology. However, at present, there are more than 15,000 kinds of cosmetic raw materials commonly used in the world, while the current "Catalog" in my country only has 8783 kinds, which is nearly half of the latter. The number of raw materials used is still very limited, and due to the use of cosmetic raw materials in my country According to the principle of national access, some products that have been on the market abroad cannot enter our country because they contain raw materials outside the catalog. The integration with the international cosmetics industry also makes the revision of the "catalog" imperative.
