1. 概述  Introduction

危险化学品，是指具有毒害、腐蚀、爆炸、燃烧、助燃等性质，对人体、设施、环境具有危害的剧毒化学品和其他化学品。此类产品禁止在www.echemi.com上发布。

“Hazardous chemicals” refers to the highly toxic chemicals and other chemicals which are toxic, corrosive, explosive, flammable or combustion-supporting and can harm people, facilities or the environment. Such products are prohibited from being published on www.echemi.com.

2.禁止发布产品列举 List of prohibited products

2.1 剧毒化学品 Highly toxic chemicals

2.1.1剧毒化学品是指，按照国务院安全生产监督管理部门会同国务院公安、环保、卫生、质检、交通部门确定并公布的剧毒化学品目录中的化学品。一般是具有剧烈毒性危害的化学品，包括人工合成的化学品及其混合物和天然毒素，还包括具有急性毒性易造成公共安全危害的化学品。

Highly toxic chemicals refer to the chemicals listed in catalog of highly toxic chemicals jointly determined and pronounced by the state administration of work safety under the State Council together with the public security department, the environmental protection department, the health department, the quality supervision, inspection and quarantine department, the transport department under the State Council. Generally, they are chemicals with severe toxic hazards, including synthetic chemicals and their mixtures and natural toxins, as well as chemicals with acute toxicity and easy to cause public safety hazards.

2.1.2除此以外其他国家以及国际组织认定的剧毒化学品也不可发布。  

In addition, highly toxic chemicals that are recognized by other countries and international organizations are not allowed to be released.

2.2 易燃易爆易腐蚀化学品 Inflammable, explosive and corrosive chemicals

2.2.1化学品中具有易燃、易爆、有腐蚀性等特性，会对人（包括生物）、设备、环境造成伤害和侵害的化学品。 

Chemicals that are inflammable, explosive, corrosive, etc., and may cause injury or damage to people (including organisms), equipment, and the environment.

3.3 问：严令禁止危化品一直都合法生产/出口，是否可以发布？

答：不可以，平台规则与客户资质/实际出口无关。

A: No, platform rules have nothing to do with customer qualifications/actual exports.

4. 为什么制定这个规则？ Why is this rule made?

预防和减少危险化学品事故，保障人民群众生命财产安全，保护环境，遵守国家的相关规定。ECHEMI禁止发布易燃易爆剧毒类危险化学品，其他化学品只有取得相应资质的客户才能发布。  

To prevent and reduce hazardous chemical accidents, ensure the safety of people's lives and property, protect the environment, and abide by the relevant state regulations. ECHEMI prohibits the release of inflammable, explosive and highly toxic hazardous chemicals. Other chemicals can only be released by customers with appropriate qualifications.

6. 违反规定会有怎么样的处罚措施？ What are the penalties for breaking the rules?

若不遵守我网发布规则，可能会导致一系列的处罚，比如违规信息直接被删除、相关类目商品被限制发布、公司帐号使用权暂定以及永久关闭帐号不再合作等等。

7.附则 Supplementary provisions

7.1 供应商的违规行为，发生在本管理规范生效之日以前的，适用当时的规范。发生在本管理规范生效之日以后的，适用本规范。

Any violation of the supplier that occurred before the effective date of this management specification shall be applicable to the specifications at that time.

Any violation of the supplier that occur after the effective date of this management specification shall be applicable to this specifications.

7.2 ECHEMI可根据平台运营情况随时调整本管理规范并向客户公示。

ECHEMI can adjust this management specification at any time according to the operation of the platform and publicize it to users.

7.3 供应商应遵守国家法律、行政法规、部门规章等规范性文件。对任何涉嫌违反国家法律、行政法规、部门规章等规范性文件的行为，本规范已有规定的，适用于本规范，本规范尚无规定的，依照法律法规处理。供应商依据相关规则承担的相关责任并不免除其应承担的法律责任。供应商在www.echemi.com的任何行为，应同时遵守与ECHEMI及其关联公司签订的各项协议。 

Suppliers shall comply with national laws, administrative regulations, departmental rules and other normative documents. Any act suspected of violating the national laws, administrative regulations, departmental rules and other normative documents, if there are provisions in this specification, they shall apply to this specification. If there is no provision in this specification, it shall be dealt with in accordance with laws and regulations. The relevant liability undertaken by the supplier in accordance with the relevant rules shall not exempt him from the legal liability. Any action of the supplier at www.echemi.com shall simultaneously comply with all agreements with ECHEMI and its affiliates.
