Department 10: Promote the use of paints and adhesives with low (no) volatile organic compounds content
On May 8, the Guangdong Development and Reform Commission posted on its website, 10 departments of the National Development and Reform Commission, the Department of Industry and Information Technology, the Department of Housing and Construction, the Department of Science and Technology, the Department of Ecology and Environment, the Department of Finance, the Department of Transportation, the Department of Agriculture and Rural Affairs, the Department of Commerce, and the Department of Market Supervision and Administration Notice on the issuance of the Implementation Plan for Comprehensive Implementation of Cleaner Production in Guangdong Province (2023-2025) (hereinafter referred to as the Plan).
"Plan" in pay attention to the industrial clean production put forward, promote the harmless substitution of raw and auxiliary materials, promote the production process of low toxicity and low damage and non-toxic and harmless raw materials, vigorously promote the low (no) content of volatile organic matter of ink, coating, adhesive, cleaning agent and other use.
According to the plan, by 2025, clean production implementation system will be basically established, clean production in industrial fields will be fully and thoroughly implemented, clean production in agriculture, service industry, construction industry, transportation industry and other fields will be further deepened, the overall level of clean production will be at the forefront of the country, and the utilization efficiency of energy and resources will be significantly improved. The energy efficiency of key industries and products and the emission control of major pollutants have basically reached the international advanced level, and the cleaner production industry has continued to grow.
By 2025, the energy consumption per unit area of GDP and the energy consumption per unit of added value of large-scale industries will both decrease by 14% compared with 2020, the water consumption per ten thousand yuan of regional GDP and the water consumption per ten thousand yuan of added value of industrial industries will decrease by no less than 20% and 10% compared with 2020, and the area of efficient water-saving irrigation will be increased by 320,000 mu. The emission reductions of chemical oxygen demand, ammonia nitrogen, nitrogen oxides and volatile organic compounds from key projects reached 197,300 tons, 9,800 tons, 73,800 tons and 49,900 tons, respectively. The recovery rate of agricultural film in the province reached more than 85%, the comprehensive utilization rate of straw stabilized at more than 86%, and the resource utilization rate of livestock and poultry manure reached more than 80%. The proportion of green buildings in new urban buildings should reach 100%, and the proportion of prefabricated buildings in new urban buildings should reach 30%.
Highlighting the importance of industrial cleaner production, the plan puts forward four requirements:
1. Accelerate the construction of green manufacturing system. In supporting the construction of a strong manufacturing province with high quality and promoting the orderly transfer of industries, we will pay attention to improving the level of cleaner production and foster and strengthen cleaner production industries. We will strengthen the concept of full life cycle, promote green design of industrial products in all directions, expand the supply of green and low-carbon products, and strengthen the control of excessive packaging of goods. To establish ecological (green) design demonstration enterprises of industrial products in industries with large ecological and environmental impact, wide range of products and high industry correlation. Encourage industry associations to publish green product design guidelines and promote green design cases. Focusing on the characteristic industries of our province, such as electronic information, home appliances, automobiles, chemicals, building materials and textiles, we will guide enterprises to implement green transformation in accordance with the international advanced level. We will encourage leading enterprises in automotive, home appliances, electronics, machinery, textiles, communications and other industries to build green and low-carbon industrial chains that link upstream and downstream, and encourage both upstream and downstream enterprises to achieve green and low-carbon development simultaneously. In accordance with the green requirements of industrial structure, energy utilization, operation management and infrastructure, we will promote the demonstration of carbon peak and carbon neutrality in parks with mature conditions.
2. Strengthen the clean production evaluation of projects with high energy consumption and high emission and low level. We will implement inventory management, classified disposal and dynamic monitoring of projects with high energy consumption and high emissions to meet the targets of energy saving and emission reduction and carbon peak and carbon neutrality. Strict access to projects with high energy consumption, high emissions and low levels, new construction, reconstruction and expansion projects should adopt advanced and applicable technology and equipment, energy consumption, material consumption and water consumption per unit product to achieve the advanced level of cleaner production. We will suspend approval and construction of projects with high energy consumption, high emissions and low levels that do not meet the relevant requirements of energy intensity and total control in the region, do not meet the requirements of coal consumption reduction and replacement or regional reduction of pollutant emissions, and have energy efficiency levels lower than the allowable value of energy consumption quotas in the industry. We will resolutely curb the blind development of projects with high energy consumption, high emissions and low levels. We will explore the establishment of a cleaner production evaluation system for stock and incremental projects with high energy consumption and low emission levels.
3. Accelerate the clean replacement of fuel raw materials. We will put fossil energy consumption under reasonable control, expand the use of clean energy, and increase the proportion of non-fossil energy used in industry. We will accelerate the construction and interconnection of natural gas infrastructure and support the direct supply of natural gas to existing large industrial enterprises and users of gas-fired power plants. We will accelerate the technological innovation and infrastructure construction of hydrogen energy and promote the diversified utilization of hydrogen energy. We will expand the field of electric energy substitution and promote electric arc furnaces, electric boilers, electric furnaces and electric heating technologies in key industries such as iron and steel, petrochemical, glass and ceramics. In regions with large industrial loads and good conditions for new energy, we will support the development and construction of distributed power sources and their nearby access and consumption, and carry out the construction of green power supply parks integrating source, grid, load and storage. Promote the harmless substitution of raw and auxiliary materials, promote the use of low toxicity, low damage and non-toxic and harmless raw materials in the production process, and vigorously promote the use of inks, coatings, adhesives and cleaning agents with low (no) volatile organic matter content.
4. Vigorously promote clean and low-carbon transformation of key industries. We will strengthen constraints on energy consumption, water consumption, environmental protection, safety and technology standards, shut down outdated production capacity in accordance with laws and regulations, and make solid progress in the rectification of "scattered and polluting" enterprises. We will carry out audit, evaluation and certification of cleaner production across the board. Focusing on thermal power, petrochemical and chemical industries, iron and steel, non-ferrous metals, building materials, papermaking, textile and printing and dyeing industries, we will carry out in-depth diagnosis of energy conservation and emission reduction, establish lists of advanced and backward energy efficiency and pollutant discharge, systematically promote energy-saving renovation and upgrading and in-depth treatment of pollutants, and make production processes, technology and equipment greener. We will accelerate the transformation of enterprises and parks into systematic cleaner production, such as energy, water and material saving, pollution reduction and carbon reduction. We will promote industrial recycling combinations and enterprise recycling production, and actively create waste-free enterprises, waste-free parks and eco-industrial demonstration parks. We will accelerate the upgrading and upgrading of village-level industrial agglomerations.
