Japan’s Ministry of Health, Labour and Welfare has proposed stricter pesticide target values in drinking water, emphasizing precaution over proof. In a draft notice published November 27, 2025, the agency revised limits for two key compounds: 1,3-dichloropropene (raised from 0.05 to 0.06 mg/L) and cartap (lowered from 0.08 to 0.05 mg/L).

Crucially, Japan clarifies these are not enforceable standards but “desirable upper limits”—reflecting a philosophy that “lower is better” for public health. The revision also introduces a critical nuance: when metabolites or degradation products are detected, regulators must consider whether the original pesticide could have generated them, even if the parent compound isn’t found.
