India Initiates Anti-Dumping Investigation on Chinese Herbicides, Propyzamide and PEDA

In a recent development, the Indian Ministry of Commerce and Industry has officially launched an anti-dumping investigation into the import of herbicides propyzamide and PEDA (2,6-diethyl-n-(2-propoxyethyl)aniline) from China. This move comes as part of India's efforts to address the alleged dumping practices that have been causing significant harm to the domestic industry.

The Indian Ministry of Commerce and Industry has taken a significant step by initiating an anti-dumping investigation into the import of propyzamide and PEDA from China. This investigation follows an application submitted by India Pesticides Limited, which claims that the dumping of these herbicides from China has led to substantial damage to the Indian industry.

The preliminary evidence suggests that propyzamide and PEDA from China are being dumped into the Indian market at prices lower than their normal value, resulting in increased import volumes and significant harm to the domestic industry. This has led to weakened prices, price suppression, decreased profitability, as well as reduced sales and capacity utilization of propyzamide in India.

It is noteworthy that India annually procures approximately 4,000 to 5,000 metric tons of propyzamide and PEDA from China. The major producers of propyzamide in India include DECCAN, HPM, India Pesticide (which recently commenced production in 2023), and UNIVERSAL, with a combined production capacity of over 5,000 metric tons. India Pesticides Limited, the company that initiated the anti-dumping investigation, has recently acquired a production capacity of 1,000 metric tons of propyzamide. Additionally, Aarti Industries in India is a key manufacturer of critical intermediate PEDA for propyzamide production.

The investigation period, known as the Period of Investigation (POI), covers a span of 12 months from October 1, 2022, to September 30, 2023. The Injury Investigation Period (IIP) includes April 1, 2020, to March 31, 2021, April 1, 2021, to March 31, 2022, April 1, 2022, to March 31, 2023, and the POI.

This anti-dumping investigation by India reflects an increasing trend of countries scrutinizing Chinese exports and taking measures to protect their domestic industries. As India's pesticide industry continues to develop and become more competitive, the pressure on Chinese pesticide manufacturers is expected to intensify. The Indian agricultural chemical industry, along with the government, is working towards streamlining operations to address the challenges posed by this phase of the industry cycle.
