Trump Declares National Emergency to Impose Global 10% Tariff as Global Markets React
On April 2, local time, President Trump signed two executive orders at the White House, introducing a 10% "minimum baseline tariff" on trade partners and imposing higher tariffs on specific countries. In his announcement, Trump declared a national emergency aimed at enhancing the U.S. competitive edge, protecting national sovereignty, and bolstering economic security.
The White House statement revealed that this 10% tariff would take effect at 12:01 AM EST on April 5. Additionally, tailored higher tariffs would be enforced against the nations with the largest trade deficits with the U.S., effective 12:01 AM EST on April 9. Other countries will continue to adhere to the original 10% baseline tariff.
Multiple trade partners have expressed their opposition to the new U.S. tariff policy, indicating plans for retaliatory measures. European Council President Costa emphasized that the EU must confront the U.S. tariffs in a "firm yet wise manner," labeling the actions a significant economic error for the U.S., Europe, and the globe. The EU Commission spokesperson, Olof Gill, stated that a formal response would be issued at the appropriate time.
Italian Prime Minister Meloni warned that U.S. tariffs would severely impact Italian manufacturers, stressing the need to prevent a trade war that benefits no one. British Prime Minister Starmer echoed similar sentiments, noting that a trade war serves no one's interest and that constructive negotiations with the U.S. are ongoing to establish a broad economic agreement.
Irish Prime Minister Martin criticized the tariffs as detrimental to global trade, asserting that the U.S. actions are "illogical." Ireland will collaborate with EU partners to formulate a response. Canadian Prime Minister Carney announced that Canada would implement countermeasures against Trump's tariff policy. The Brazilian government also rejected the U.S. rationale for imposing these tariffs, stating they will defend local producers' interests.
Market reactions were swift and severe following Trump's announcement. On the afternoon of April 2, U.S. stock index futures plummeted in after-hours trading. By 6:35 PM EST, the Dow Jones, S&P 500, and NASDAQ futures had dropped by 2.43%, 3.6%, and 4.35%, respectively. Additionally, New York crude oil futures fell over 2.5%, while cryptocurrency values also saw significant declines, with Bitcoin dropping more than 4.5% to below $83,000.
