Over $160 Million in Imports Under Fire as US Launches Trade Probe into Chinese and Vietnamese Packaging
On April 7, 2025, the U.S. Department of Commerce announced it had initiated anti-dumping and countervailing duty investigations targeting polypropylene corrugated boxes from China, and a parallel anti-dumping investigation into imports from Vietnam. This move follows a petition filed on March 18 by four American firms: CoolSeal USA Inc., Inteplast Group Corporation, SeaCa Plastic Packaging, and Technology Container Corporation.
The investigations cover products classified under U.S. Customs Code 3923.10.9000, which includes widely used industrial and agricultural packaging materials. The U.S. International Trade Commission (ITC) will deliver its preliminary injury determination no later than May 2, 2025. A ruling confirming material injury or the threat thereof could push the Department of Commerce to proceed with its probes, with a subsidy ruling expected by June 11 and an anti-dumping preliminary decision by August 25.
In 2024 alone, the U.S. imported roughly $150 million worth of the concerned products from China, and an additional $11.12 million from Vietnam, underscoring the scale of trade at stake. These proceedings could lead to significant tariffs that may reshape global supply chains for this category of packaging materials.
The investigations raise concerns for exporters and importers alike, as the outcome may lead to substantial trade penalties and potential disruptions in U.S. packaging logistics.
