Ministry of Commerce: Terminate the anti-subsidy investigation on imported PVC originating in the United States

On September 23, 2021, the Ministry of Commerce issued an announcement, deciding to terminate the anti-subsidy investigation on imported polyvinyl chloride originating in the United States.

 

According to the provisions of the Anti-subsidy Regulations of the People's Republic of China, on October 14, 2020, the Ministry of Commerce issued Announcement No. 41 of 2020, deciding to initiate an anti-subsidy investigation on imported polyvinyl chloride originating in the United States. The investigation authority determined that there is a subsidy for imported PVC originating in the United States, and that China's PVC industry has not suffered material damage or threats of material damage. In accordance with the provisions of Article 28 of the Anti-subsidy Regulations of the People's Republic of China, the investigating agency decided to terminate the anti-subsidy investigation on imported polyvinyl chloride originating in the United States from the date of this announcement.

In accordance with the provisions of the "Countervailing Regulations of the People's Republic of China" (hereinafter referred to as the "Countervailing Regulations"), on October 14, 2020, the Ministry of Commerce (hereinafter referred to as the investigation authority) issued Announcement No. 41 of 2020, deciding to Of imported PVC to conduct an anti-subsidy investigation. 

 

The investigating agency investigated whether there are subsidies and subsidies for the products under investigation, whether the products under investigation have caused damage to the domestic industry and the extent of the damage. Based on the results of the investigation and the provisions of Article 25 of the Countervailing Regulations, the investigation authority made a ruling (see attachment). The relevant matters are hereby announced as follows:

 

The investigation agency determined that there are subsidies for imported PVC originating in the United States, and China’s PVC industry has not suffered material damage or threats of material damage. In accordance with the provisions of Article 28 of the Anti-subsidy Regulations of the People's Republic of China, the investigating agency decided to terminate the anti-subsidy investigation on imported polyvinyl chloride originating in the United States from the date of this announcement.
