The “Notice” requires all regions to strengthen the source control of AMMONIUM Nitrate safety risks, strictly review and approve ammonium nitrate construction projects, and evaluate the external safety protection distance of new, renovated, and expanded projects according to the quantitative risk assessment method. In order to thoroughly implement the spirit of General Secretary Xi Jinping’s important instructions on preventing and resolving major safety risks, earnestly implement the decision and deployment of the Party Central Committee and the State Council on safe production, and strengthen the production of ammonium nitrate (including ammonium nitrate and ammonium nitrate solutions containing combustibles ≤ 0.2%), Safety risk management and control in storage, sales, purchase, transportation, etc., resolutely prevent and contain major accidents, and effectively protect the safety of people’s lives and properties, in accordance with the "Safety Production Law", "Hazardous Chemicals Safety Management Regulations" and "Civil Explosives Safety Management Regulations" Other laws and regulations, the notice to further strengthen the safety management of ammonium nitrate is as follows:

1. Strengthen ammonium nitrate safety risk source control

All regions must strictly implement the relevant requirements of the "Special Controlled Hazardous Chemicals Catalog (First Edition)" (Announcement No. 3 of 2020 by the Ministry of Emergency Management, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the Ministry of Transport), with regard to ammonium nitrate construction projects Strict examination and approval, strict admission of employees, and no examination and approval of construction projects that do not comply with production safety laws, regulations, standards, and industrial layout planning. The planning, design, construction, and operation of ammonium nitrate construction projects must consider the explosive properties of ammonium nitrate, encourage ammonium nitrate production and use enterprises to locate nearby, and reduce the safety risks of ammonium nitrate storage and transportation. New construction, reconstruction, and expansion of ammonium nitrate projects shall be in accordance with the "Risk Standards for Hazardous Chemicals Production Installations and Storage Facilities" (GB 36894) and "Methods for the Determination of External Safety Protection Distances of Hazardous Chemicals Production Installations and Storage Facilities" (GB/T 37243) ( The quantitative risk assessment method in the following collectively referred to as the "two standards") evaluates its external safety protection distance. Existing ammonium nitrate production enterprises shall implement the requirements for the construction of nitro compound fertilizers, ammonium nitrate solutions and other peak shaving devices or capacity diversion facilities matching the production capacity of solid ammonium nitrate in accordance with the determined “one enterprise, one policy” plan, and encourage Increase the production capacity of nitro compound fertilizer, ammonium nitrate solution and other diversion products to avoid the imbalance in the production and sales of solid ammonium nitrate leading to excessive storage.

2. Strict safety management in the production process of ammonium nitrate

Ammonium nitrate production enterprises must strengthen process technology management, strictly control process parameters such as raw material ratio, reaction temperature and pH value, establish a perfect regular testing system, and strictly monitor the content of impurities such as chloride ions and oils in raw materials and the content of organic matter in finished products. Ensure compliance with national standards; timely recycle and dispose of contaminated ammonium nitrate (sweeping materials, "unqualified" products, etc.). Those that must be stored should be managed in accordance with the relevant storage requirements for explosive hazardous chemicals. It is strictly forbidden to mix with finished products and follow the " The accident consequence method in the “two standards” determines the maximum storage capacity; strictly implements the “one book, one signature” and product packaging requirements to ensure that safety information such as the hazardous characteristics and disposal requirements of ammonium nitrate is included, especially in case of fire, high temperature, and violent exposure. The hazard characteristics of impact and explosion are intuitively and accurately transmitted to the transportation links and downstream users; improve the level of intrinsic safety, strengthen daily management, and prevent fires and explosions in production facilities, which affect the storage safety of ammonium nitrate in the plant. Phase out and withdraw from the atmospheric neutralization ammonium nitrate production process (except for the comprehensive utilization of melamine tail gas project).

Enterprises that use ammonium nitrate to produce nitro compound (mixed) fertilizers should strictly follow the "Regulations on the Safety Management of Hazardous Chemicals", "Agricultural Ammonium Nitrate Anti-explosive Performance Test Methods and Judgment" (WJ/T 9050) and other relevant laws, regulations and standards. Strictly implement safety production requirements. It is necessary to strictly implement the compulsory inspection system for the anti-explosion performance of agricultural ammonium nitrate and ammonium nitrate compound (mixed) fertilizers. Enterprises that produce agricultural ammonium nitrate and ammonium nitrate compound fertilizers with an ammonium nitrate content of more than 50% shall conduct a unified inspection every three years. Those who have not obtained the qualification certificate of anti-explosive performance test issued by the national testing agency shall not be used as agricultural production materials for production or sale.

3. Improve the safety management measures for ammonium nitrate storage

Ammonium nitrate production and operation (with storage) companies and chemical companies that use ammonium nitrate should further improve the storage conditions of solid ammonium nitrate warehouses. According to 7.1.3 of the "Civil Explosives Engineering Design Safety Standard (GB 50089)", the storage capacity of a single warehouse It should be no more than 500 tons, no flammable and explosive materials shall be stored around the warehouse (50m), and no production devices and storage facilities involving flammable and explosive materials shall be built. The solid ammonium nitrate warehouse should be designed in accordance with the requirements of the "Code for Fire Protection Design of Buildings (2018 Edition)" (GB 50016), designed as a Class A warehouse, single-story independent construction, with a closed structure, with a fire resistance rating of not less than Class II; set Class A fire doors and windows . Safety facilities such as forced ventilation, far-infrared thermal imaging monitoring and alarm, spray cooling, and video monitoring must be perfected in the warehouse. Safety facilities such as flame video recognition and alarm must be installed outside the warehouse. The relevant monitoring alarms and video monitoring signals must be connected to the safe production of dangerous chemicals. Risk monitoring and early warning system. The solid ammonium nitrate warehouses of ammonium nitrate production and operation (with storage) enterprises and chemical enterprises that use ammonium nitrate can be stored under the condition that the above storage conditions are met. Solid ammonium nitrate should be strictly in accordance with the requirements of Article 6.5 of "General Rules for the Storage of Commonly Used Chemical Dangerous Goods" (GB 15603). It is not allowed to be stored together with other types of articles. It must be stored separately in a limited amount, and excessive storage is strictly prohibited. Solid ammonium nitrate is strictly prohibited from contacting with combustible powder, incompatible organic matter and metals, strong acids, strong alkalis, and storage in the open air is strictly prohibited. The hot work in the solid ammonium nitrate warehouse must strictly implement the "Safety Regulations for Special Operations of Chemical Production Units" (GB 30871), and the whole process shall be videotaped and kept for at least one month. Hot work shall not be carried out in the warehouse that has not been emptied. Encourage solid ammonium nitrate manufacturers to adopt measures such as "direct production and direct packaging" and "zero inventory" operation to reduce storage.

The ammonium nitrate solution storage tanks of ammonium nitrate production and operation (with storage) companies and chemical companies that use ammonium nitrate should comply with the requirements of paragraph 4.2.3 of the "Code for Fire Protection Design of Buildings (2018 Edition)" (GB 50016). The maximum capacity of the tanks is not Over 1000m3, the maximum capacity of a single tank does not exceed 200m3. The ammonium nitrate solution tank group should be arranged separately, and the safety distance around the tank area should comply with the new national standard formulated by the emergency management department. Storage tanks must be separately equipped with heat preservation and cooling facilities. Parameters such as liquid level, temperature and flow rate should be connected to the DCS system and have alarm and interlock functions. The cleanliness of storage tanks, pumps and pipelines should be strictly controlled to avoid oily substances. Enter. The storage temperature of ammonium nitrate solution should not exceed 145°C, the concentration should not exceed 93% (mass), and the pH value, concentration, organic content and other parameters should be checked regularly to ensure that they are within the normal range. The ammonium nitrate solution delivery pipeline should have measures to prevent clogging by crystallization. Both solid ammonium nitrate warehouses and ammonium nitrate solution storage tanks must be included in the management of major hazards, and the main person in charge, technical person in charge, and operation person in charge of the safety guarantee responsibility system shall be implemented. Companies producing and operating ammonium nitrate (with storage) and chemical companies that use ammonium nitrate should set up full-time fire brigades or mini-fire stations, and process handling teams to strengthen watchkeeping and improve their ability to deal with disasters.

4. Strengthen the safety risk management and control of ammonium nitrate transportation

Ammonium nitrate production and operation (with storage) enterprises shall establish a sound and strict implementation of filling or loading inspection and recording systems, and entrust enterprises with corresponding dangerous goods road transportation qualifications to carry ammonium nitrate. Dangerous goods road transport enterprises engaged in the transportation of ammonium nitrate must strictly implement the requirements of the "Measures for the Safety Management of Road Transport of Dangerous Goods", prohibit ammonium nitrate transport vehicles from being anchored in operation, and must not use ordinary goods transport vehicles in violation of regulations; further strengthen the relevant drivers and escorts Personnel education and training, strengthen the dynamic monitoring of ammonium nitrate transport vehicles; clean up the residual chemicals, metal powder, coal powder, wood chips, etc. in the compartment before loading the solid ammonium nitrate. Port enterprises engaged in ammonium nitrate loading and unloading operations must strictly implement the requirements of "Direct Loading and Direct Access" in the "Safety Regulations for Dangerous Goods Container Port Operations" (JT 397), strengthen information communication with shippers and carriers; improve accident emergency plans, and regularly Carry out emergency plan drills.

5. Strict management of sales and purchase of ammonium nitrate

Ammonium nitrate manufacturers and sales companies must obtain the "Civil Explosives Sales Permit" issued by the competent authority of the civil explosives industry before they can be sold. Enterprises that sell ammonium nitrate must strictly follow the requirements of the "Regulations on the Safety Management of Civil Explosives", check the corresponding license of the purchaser and the identity certificate of the handler, and it is strictly forbidden to sell to units and individuals that do not have the corresponding license or have incomplete legal procedures. The sales enterprise shall, within 3 days from the date of the transaction, file the type, quantity, and purchaser with the competent authority of the civil explosives industry and the public security organ for the record; the purchaser shall, within 3 days from the date of the transaction, purchase the types, The quantity shall be filed with the public security organs.

6. Implement departmental supervision responsibility and strict supervision and management

Emergency management departments at all levels shall further strengthen the safety supervision of ammonium nitrate production and operation (storage) enterprises and chemical enterprises that use ammonium nitrate. If they find that the relevant enterprises do not have the conditions for safe production, they shall temporarily withhold or revoke their safe production licenses in accordance with the law. ; After the suspension of production and business for rectification, if the conditions for safe production are still not met, the government shall be asked to shut down in accordance with the law; the relevant chemical parks shall be urged to carry out safety risk assessments. The civil explosives industry authorities at all levels shall not issue ammonium nitrate sales licenses for ammonium nitrate production enterprises that have been approved for nitro compound fertilizer projects; strictly investigate and deal with illegal sales of ammonium nitrate in accordance with the law. If the circumstances are serious, their "Civil Explosives" Sales License. The transportation department shall supervise and urge the road transport enterprises of dangerous goods engaged in the transportation of ammonium nitrate to regulate the transportation behavior, strengthen the education and training of drivers and escorts, and strengthen the dynamic monitoring of ammonium nitrate transportation vehicles. Public security organs at all levels must strictly regulate the traffic order of dangerous goods transportation vehicles such as ammonium nitrate, and strictly investigate and deal with traffic violations. The competent authorities of the civil explosives industry, public security organs, and customs departments shall strengthen ammonium nitrate in accordance with the "Administrative Measures for the Import and Export of Civil Explosives" (Order No. 21 of the Ministry of Industry and Information Technology, Ministry of Public Security, and General Administration of Customs) and its implementation rules. Export management, strict requirements on the qualifications of export enterprises, limit the number of single approvals, reduce safety risks in the export process, and provide convenience for the "direct installation and direct access" of ammonium nitrate.

7. Improve the safety technical standards of ammonium nitrate

The Emergency Management Department shall, in conjunction with relevant departments, accelerate the study and formulation of relevant standards and specifications for ammonium nitrate safety management, and improve the safety management and technical level of ammonium nitrate in terms of design and construction, product quality, fire and explosion protection, packaging, safety labeling, and transportation safety; improve ammonium nitrate The solution and solid ammonium nitrate are "one book, one sign". The Ministry of Industry and Information Technology shall, in conjunction with relevant departments, accelerate the construction of a national hazardous chemical regulatory information sharing platform, and give full play to the platform's supporting role in the sharing of ammonium nitrate regulatory information; study and revise product standards for porous granular ammonium nitrate and ammonium nitrate solutions. Encourage all regions to build relevant information systems based on actual conditions, and at the same time do a good job in docking with the national information sharing platform for hazardous chemicals supervision. Relevant places should strengthen the planning and construction of special parking lots for hazardous chemicals.
