Things That Jiangsu Province Must Do
Recently, a meeting of the standing committee of the municipal committee of Yancheng, Jiangsu Province was held. The meeting focuses on the next phase of the disposal of the explosion happened on March 22, and emphasizes the city's work safety, chemical industry renovation and upgrading, and chemical park transformation. It has been pointed out that small chemical companies with hidden production dangers and serious pollution should be eliminated completely.

Comprehensive inspections over the city’s chemical industry must be conducted and Xiangshui Industrial Park will be shut down permanently. According to the regulation and plan of chemical industry in Jiangsu Province, the standards of Yancheng Chemical Industrial Park and chemical enterprises will be raised to support the construction of “non-chemical zones” in various regions.

The chemical industry is an important basic industry and also a pillar industry of Jiangsu Province, where the industry should be systematically promoted. The local government must close down enterprises and industrial parks that fail to meet production safety standards, shut down those that fail to meet environmental standards, and eliminate backward and low-end enterprises.
Enterprises that meet the standards of safe production and environmental protection should be supported in technological transformation and the industrial chain improvement. The local government must make overall planning for companies’ environmental capacity, and take specific measures for different companies. In addition, all policies made should be consistent.

The meeting stressed that the purpose of inspection is to improve. Through the implementation of differentiated, precise governance measures, we need to accelerate the elimination of chemical industrial parks and enterprises with low safety factors and serious pollution.
We need to accelerate the upgrading of the chemical industry in Jiangsu, restructuring the industry to make it green, modern and high-end in line with the law of industrial development and circular development. Based on the rule of law thinking and market, we will steadily promote improvement in accordance with the law and regulations. We will introduce targeted measures, and provide services to enterprises that obey market rules and are actively improving, so as to form a consensus to upgrade the industry, and protect the enthusiasm for enterprises to develop.
