Main goals: During autumn and winter, the average concentration of PM2.5 in related cities in the area of 2021-2022 in autumn and winter will drop by 4.0% year-on-year, and the number of heavy pollution days will be reduced by an average of 2.0 days per city.
Specific tasks: Resolutely curb the blind development of the "two highs" projects, implement the steel industry's production reduction requirements, steadily implement loose coal treatment, carry out comprehensive renovation of boilers and kilns, promote the investigation and remediation of volatile organic compounds, and promote the pollution treatment of diesel trucks. "Transfer from iron" and "turn from iron to water" of bulk cargo, control the prohibition of burning straw, and comprehensive control of dust.

Focusing on petrochemical, chemical, coal chemical, coking, steel, building materials, non-ferrous metals, coal power and other industries, comprehensively sort out the proposed, under construction, and inventory "two highs" projects, and implement inventory management of the "two highs" projects. Classified disposal and dynamic monitoring. Strictly implement the requirements of “dual control” of energy consumption, production capacity replacement, regional reduction of pollutants, and coal reduction and substitution. The “two highs” projects that do not meet the requirements must be resolutely rectified.
Focusing on industries and industrial parks such as ports and thermal power, steel, petrochemical, chemical, coal, coke, non-ferrous metals, building materials (including sand and gravel aggregates), conduct thorough investigations on bulk cargo transportation, and verify clean transportation of railways, waterways, and pipelines one by one According to the situation, the "one enterprise, one policy" plan for the structural adjustment of bulk cargo transportation in ports and key industries will be completed by the end of December. Weilai told the outside world that due to the transformation and upgrading of the production line of Jianghuai Weilai's advanced manufacturing base in Hefei, the production line needs to be stopped. Some vehicle orders scheduled for delivery in October will be delivered later than originally planned, and the production plan for October will be affected.
After Zhenjiang Chimei’s 800,000-ton/year ABS plant was shut down for maintenance on the 7 series on October 20, the overall ABS construction started at around 40% and continued until the end of the month. On November 1, the D series and flame-retardant series were stopped. Currently, Zhenjiang Dachang All ABS will stop until November 7th.
Lanhua Science and Technology Innovation: Shanxi Lanhua Clean Energy Co., Ltd., which belongs to the company, will cease production until March 31, 2022. Shanxi Lanhua Coal Chemical Co., Ltd., Tianyue Branch, Chemical Branch, Shanxi Lanhua Danfeng Chemical Co., Ltd. The five companies of the material branch will cease production from January 25, 2022 to March 15, 2022.
Chenhua: The production lines of the subsidiary Huai'an Chenhua using Class A raw materials are temporarily suspended for safety hazard investigation. The time for the resumption of production after some production lines is temporarily suspended is uncertain.
Jiangsu Chengxing Phosphorus Chemical Industry: Due to the construction of high-speed rail lines, the power supply bureau of the Phosphorus Chemical Production Plant in Yunnan Mile City has suspended power supply. The Mile Phosphorus Production Plant has ceased production and is expected to start production around November 13, 2021.
Japan's Mitsui MIBK unit was shut down for maintenance until November 20 (a total of 60 days).
The Henan Junhua DMF plant has been shut down for nearly 2 months.
CNOOC and Shell’s 400,000-ton/year ethylene glycol plant was shut down for 50 days for maintenance.
Huizhou KMT Gas Co., Ltd., a wholly-owned subsidiary of KMT Gas, arranges routine shutdown for maintenance according to the plan, and it is expected to be shut down for 48 days.
Nan Ya Plastic's 150,000 tons/year bisphenol A plant was shut down for maintenance for one month.
Zhenjiang Li Changrong’s 50,000-ton/year MIBK plant was shut down for 26 days for maintenance.
The maintenance time of Kumho MIBK device is from November 6th to 25th. The inventory is limited, the supply is reduced, and the export volume to China is shrinking.
South Korea's LG Chemical's 150,000-ton/year bisphenol A plant in Dashan is scheduled to shut down for maintenance from mid-October to early November.
The ethylene glycol plant with an annual output of 300,000 tons of Tongliao Jinmei has been shut down for maintenance recently due to the tight supply of raw coal, and the restart time is undetermined.
A TDI plant with an annual output of 310,000 tons in Shanghai is scheduled to be shut down for maintenance in November. The specific situation awaits official information.
Nanjing Chengzhi Phase II (600,000 tons) methanol plant is scheduled to shut down for maintenance until December.
The operating load of Ningbo Fude (600,000 tons) is not high. It plans to stop external methanol extraction in November and is expected to be overhauled in December.
Dual control pressure is a challenge and an opportunity!
Although the situation of shutting down production has changed since October, many companies have still not fully recovered from the curtailment of electricity and production. For the manufacturing industry with a long industrial chain, even if it is not directly affected by power and production restrictions, it is difficult to escape the challenges of upstream supply shortages, fluctuations in raw material prices, and shrinking downstream market demand.
"Dual control" has brought huge challenges to enterprises, but companies also said that in the medium and long term, the realization of the goals of "dual control" and "dual carbon" will be the biggest opportunity for enterprises and the entire industry.
