1176 chemical enterprises will be relocated and transformed

With the explosion of Xiangshui in Jiangsu Province, the relocation and transformation of hazardous chemicals enterprises are also accelerating. Of the 676 chemical industry parks in China, the output value of about 50 billion yuan accounts for 7%, and that of less than 10 billion yuan accounts for 60%. By the end of 2018, a total of 1176 enterprises had been reported to be relocated and renovated, of which 479 were relocated from other places, 360 were in-situ renovated and 337 were closed and withdrawn. Among them, there are 1089 small and medium-sized enterprises and large enterprises with major risks. Xiao Wenjia said that the relocation and transformation of hazardous chemicals enterprises faced many difficulties, such as inadequate carrying capacity of chemical industry parks, weak infrastructure in some parks, low level of safety and environmental protection, and difficult to meet the needs of relocation enterprises; the existing chemical industry parks had problems such as limited land, energy utilization index and insufficient emission capacity. In addition, the fund gap is large, most of the relocations are traditional chemical enterprises, which need more funds for relocation and transformation. After some enterprises close down and withdraw, the existing assets are basically scrapped and the loss of impairment is large.
Except for the risk of safety and environmental protection, the problem of overcapacity should not be ignored. According to the "Capacity Early Warning Report of Key Chemical Products in 2019", in the coming years, with the rapid rise of large coastal petrochemical bases and the acceleration of upgrading and demonstration of modern coal chemical projects, the products of refined oil, olefins, aromatics and ethylene glycol will usher in the peak of production expansion. Especially during the 14th Five-Year Plan period, a large number of new capacity will be released centrally, and the market supply and demand pattern will take place remarkably. Change.
Despite overcapacity of some products, China imports about 30 million tons of organic chemicals every year, of which 70% of high-end electronic chemicals rely on imports. Fu Xiangsheng, vice president of the China Petroleum and Chemical Industry Federation, said that 2019 was a turning point for China's petrochemical industry to enter a high-quality development. Coal chemical industry in western areas such as Yulin was facing development opportunities. Coal chemical industry should adhere to the high-end and differentiated products, and pay close attention to disruptive new technologies at home and abroad, such as one-step synthesis of low-carbon olefins from syngas and direct production of chemicals from coal through circulating fluidized bed reactor.
