Guidance Catalogue for Industrial Structure Adjustment Openly solicits opinions

On April 8, the National Development and Reform Commission (NDRC) publicly solicited opinions on the Guiding Catalogue for Industrial Structure Adjustment (2019 edition, draft for comments) (2019 guidance catalogue). The time for this public consultation was from April 8, 2019 to May 7, 2019.
The Guidance Catalogue for 2019 consists of three categories: encouragement category, restriction category and elimination category. Encouragement plays an important role in promoting economic and social development, and is conducive to meeting people's needs for a better life and promoting high-quality development of technology, equipment, products and industries. Restrictions mainly include backward technology, inconsistent with industry access conditions and relevant regulations, prohibition of new expansion and production capacity, technology, equipment and products requiring supervision and transformation. The main categories of elimination are those that do not comply with the relevant laws and regulations, do not have the conditions for safe production, seriously waste resources and pollute the environment, and need to be eliminated from the backward technology, technology, equipment and products.
It is permissible if it does not belong to the category of encouragement, restriction and elimination and conforms to the relevant laws, regulations and policies of the state. Classes are not allowed to be included in the directory.
