The Continuous Procurement Programme Of 47 National Varieties Has Come
Firstly, enterprises will make their own quotOn March 23, six provinces (autonomous regions and municipalities directly under the Central Government) of Chongqing, Inner Mongolia, Hubei, Sichuan, Yunnan and Tibet released the "Implementation Plan for the Successive Procurement of Drugs upon Expiry of the First and Third Batches of State Organization Centralized Procurement Agreements (Draft for Public Comments)" for public consultation.
The six provinces and regions will appoint representatives to form a drug alliance procurement office to implement the successive procurement of drugs on behalf of medical institutions in the six provinces (autonomous regions and municipalities directly under the central government) after the expiry of the first and third batches of state organization centralized procurement agreements, and all public medical institutions in the six provinces and regions (including military medical institutions) will implement the alliance with the quantity of the involved species.
All public medical institutions in the six provinces and regions (including military medical institutions) will implement the alliance's procurement with volume for the involved species, and encourage other medical institutions to actively participate.
ations to determine the shortlisted pre-selected products. Medical institutions will select products within the pre-selected product range as their intended procurement products, taking into account their drug use habits and supply security, and will fill in 80% (50% for antibacterial drugs) of their procurement demand in the coming year as the agreed procurement volume with reference to historical procurement volume.
If the products selected in the previous round are included in the range of pre-selected products, the agreed procurement volume must reach 50% of the agreed procurement volume of the medical institution.
Then the reporting enterprise will confirm whether to supply or not within a specified period of time, taking into account its own supply capacity, and the products that the enterprise confirms to supply will be the products to be selected.
If an enterprise has already confirmed the supply of medical institutions in that alliance province, it shall not refuse to supply other medical institutions in that alliance province, and such refusal shall be regarded as a waiver of the qualification for participation.
If an enterprise confirms that it will not supply or gives up its confirmation, the agreed procurement volume filled in by the corresponding medical institution will be pushed to the enterprise with confirmed supply and the lowest price, i.e. the two-way selection will be completed.
For products for which the medical institution has not filled in the agreed procurement volume, the enterprise may also confirm the supply as the product to be selected. The information on the products to be selected will be published after the announcement of no objection.

Push medical institutions to agree on the procurement volume, as in the case of the lowest price of the same species appears more than one enterprise, according to the following rules in order to determine.
Enterprises selected from the original national collection shall have priority.
Priority for enterprises with self-produced APIs (limited to API and preparation manufacturers being the same legal entity).
Priority will be given to enterprises that have passed or are deemed to have passed the State Drug Administration's evaluation of the consistency of quality and efficacy of generic drugs (subject to the date of approval by the State Drug Administration).
Priority will be given to enterprises ranked first in the "Annual Report on China Pharmaceutical Statistics (Comprehensive Book)" in 2020 in terms of "industrial enterprises' legal entities ranked by main business revenue of pharmaceutical industry".
The official implementation plan is expected to be released in April.
