According to U.S. Trade Representative Jamison Greer, the two delegations are “finalizing the details so that both leaders can review and decide whether to complete the agreement.” His Chinese counterpart, Vice Minister Li Chenggang, described the talks as “frank and in-depth,” noting that the two sides had achieved “initial consensus” on several issues, including the extension of tariff suspensions, rare earth export regulations, and law enforcement cooperation related to fentanyl.

Long-Term Outlook: A Managed Rivalry
From a macroeconomic standpoint, the Kuala Lumpur framework suggests the emergence of a “managed rivalry” model—neither full decoupling nor full normalization. This hybrid approach allows both economies to stabilize high-value trade channels (energy, agriculture, consumer electronics) while cordoning off strategic technologies under national security regimes.
In essence, the framework institutionalizes coexistence under competition—cooperation where necessary, containment where possible.
