In simplifying documents, Hu Wei introduced that at present, the number of documents needed to be supervised in the import and export links has decreased from 86 to 46. Among the 46 kinds of documents, 42 kinds of documents have been checked and compared automatically, except that 4 kinds of documents have special needs of confidentiality and can not be connected to the Internet. By the end of this year, in addition to the documents needed for confidentiality, import and export supervision documents are expected to achieve full online declaration and online processing. In terms of improving customs clearance efficiency, Hu Wei said that before August 31, 2019, the General Administration of Customs will launch a pilot reform of the "two-step declaration" customs clearance mode of import summary declaration and complete declaration, and the China Banking and Insurance Regulatory Commission and the General Administration of Customs will further expand the scope of the insurance companies in the pilot customs assurance insurance.

In terms of improving the level of port informatization, Hu Wei introduced that the General Administration of Customs will continue to deepen the construction of "single window" in international trade with relevant departments, speed up cooperation and docking with civil aviation, ports, railways and other industries, and provide "one-stop" customs clearance logistics information service for market participants at the end of 2019. Previously, the application rate of major business reached 100%, while the application rate of other business increased in an all-round way.

In reducing port charges, Hu Wei said that before September 30 this year, the Ministry of Transport and the Ministry of Commerce will guide and supervise major international liner shipping companies and international freight forwarding companies, implement cost reduction measures effectively, and enhance the sense of access of import and export enterprises; and the State Administration of Market Supervision will carry out import and export link charges. Special supervision shall be carried out to investigate and punish illegal and illegal charging according to law, and to investigate suspected monopolistic port operating service units and enterprises.
