Lianyungang, Jiangsu Province, has another county-level environmental protection director. This is the second case in a year that the county environmental protection director was found out.

According to the Lianyungang Discipline Commission on July 9, Zhang Shuxin, former director of the Lianyungang Donghai County Environmental Protection Bureau, is suspected of serious violations of discipline and is currently undergoing disciplinary review and monitoring. According to the data, Zhang Shuxin, 59 years old, had previously been the Auditor-General of Donghai County for eight years and was transferred to the post of Director of Environmental Protection in 2012. In 2016, Zhang Shuxin retired to the second line and was appointed Director of the Environmental Protection Bureau of Donghai County until he was investigated. According to public reports, in 2014, two weeks after Zhang Shuxin's new director of environmental protection, Zhang Shuxin had talked to the media about his feelings: "More calls were received in one day than in one month in the Audit Bureau, and more meetings were held in two weeks than in one year in the Audit Bureau. Recently, there has been a ban on straw burning. The number of visits to the county's main leaders in two weeks is more than eight years in the Audit Bureau. Zhang Shuxin said at the time, "Now that you have done this, do it well." However, due to the concentration of a large number of chemical enterprises and relatively backward production capacity, Guanhekou and even the whole Lianyungang once became the "storm center" of environmental protection in Jiangsu.

Take Donghai County as an example. In recent years, acid-washed quartz sand industry, as one of the pillar industries in Donghai County, has repeatedly become the focus of supervision of environmental protection inspection groups at all levels.

According to public reports, 106 letters and visits were received from Donghai County during the period of the fourth environmental protection supervision group of the Central Committee stationed in Jiangsu in 2018, of which half were complaints about quartz sand pollution caused by acid pickling. At the beginning of this year, some media made a secret visit to the acid-washed quartz sand concentration area in the East China Sea, but found that its rectification effect was not optimistic and there were many historical debts. Journalists noted that Zhang Shuxin was the second county-level environmental protection director in Lianyungang in the past year.

In July last year, Xiang Hailong, former director of the Guannan County Environmental Protection Bureau, fell out of business. Three months before the fall of the horse, Guannan and its adjacent Guanyun County were exposed by CCTV to illegally discharge pollutants, seriously damaging the local ecological environment, "shocking". Before Xianghailong, Xue Ju, former director of Guannan Environmental Protection Bureau, was sentenced for bribery and corruption.Chen Shouming, former deputy director of Environmental Protection Bureau of Guanyun County, Lianyungang, who fell down for bribery in 2016. After investigation, Chen Shouming accepted bribes from chemical enterprises for a long time and allowed them to violate regulations and secretly discharge, which became the "umbrella" for some chemical enterprises to break the law. The main leaders of Guanyun Environmental Protection Bureau also made adjustments last year. The former director was dismissed and Qi Jianmin, the former Secretary of the Party Committee of Yanweigang Town in the county, was succeeded. Yanwei Port is the gathering area of Guanyun Chemical Industry Enterprises. It has long been facing environmental problems and has rich experience in environmental protection.
