Environmental Protection Storm Shandong Chemical Industry Park

In July, the General Office of Shandong Provincial Government published the list of the fourth batch of chemical parks and specialized chemical parks. The chemical industrial parks in Yicheng District of Zaozhuang City and the water treatment agent industrial parks in the Central District of Zaozhuang City are on the list. This makes the number of approved chemical parks in this prefecture-level city reach four, and the corresponding leading industries are coal chemical industry. 

In the current situation of intensifying environmental storm, closing down of low-level chemical enterprises and disappearing of "small chaos" chemical industry parks, it is not easy for four chemical industry parks in underdeveloped Zaozhuang City to stand out from hundreds of chemical industry parks in Shandong Province. What are the advantages of these parks? What is their "foundation"?

Crossed the "most stringent recognition threshold in history", and Lunan High-tech Chemical Park (hereinafter referred to as Lunan Park) was identified as the first batch of provincial chemical parks, which made Guo Chuanwei, Secretary of the Party and Labor Committee of the park breathe a sigh of relief. The chemical industry accounts for one fifth of Shandong's industrial output value, but in the past era of rapid development, extensive growth mode has also accumulated many contradictions and problems for this industry. For example, the phenomenon of "chemical siege" has become a potential threat to the security of residents in surrounding areas. As a city rising from coal mining, Zaozhuang is also one of the main birthplaces of modern coal chemical industry in China. Zaozhuang is also facing many similar problems.

Shandong Province has a large scale of chemical industry and a large number of chemical parks. By the end of 2016, Shandong Province had 199 chemical parks of various types, but only 2978 enterprises entered the park, accounting for 37.2% of the total 8000 chemical enterprises in Shandong Province. For this reason, Shandong clearly requires that chemical enterprises in key sensitive areas "enter the park" before the end of 2018, that hazardous chemical enterprises must enter specialized chemical parks, and that new chemical enterprises must "enter the park". Two years ago, Shandong Province published the "Standards for the Recognition of Chemical Parks in Shandong Province". At present, the national standards for chemical parks have not yet been promulgated. Shandong standards are called "the most stringent in history" - 12 necessary conditions and five scoring points. The proposed retention of no more than 100 chemical parks means that half of the chemical parks should be eliminated.

Since May 16 last year, Shandong Province announced the list of the first batch of chemical parks and specialized chemical parks. By the fourth batch of lists released this year, 74 chemical parks and 11 specialized chemical parks have become the winners after the "big wave washes sand".

"The systematic and standardized assessment and identification of chemical industrial parks is the first in the country, and there is no ready-made experience to draw on, especially in the establishment of standards for the identification of chemical industrial parks. It is a pioneering work and there is no precedent to follow." Wang Chaoying, the head of Shandong Special Action Office for Chemical Industry, said that the 85 parks would speed up the conversion of new and old kinetic energy and promote the development of chemical industry to high-end, agglomeration and scale relying on key projects of provinces and cities. The data show that in 2018, the main business income and profit of Shandong chemical industry increased by 13% and 12%, which are higher than the average level of Shandong industry. It is no coincidence that Lunan High-tech Chemical Industry Park can take the lead in crossing the "most stringent recognition threshold" by contributing 30 billion yuan of output value to more than 20 industrial chains. As the only enterprise industrial park approved by the provincial government in Shandong Province, Lunan Park relies on the advantages of technology, talents and public works of Luhua Group, the winner of the first prize for national scientific and technological progress, and continues to exert its strength in the direction of coal chemical industry and fine industry. Many visitors will be attracted by the waterbirds that inhabit the landscape when they enter the park. "The waterfowls here are egrets. Because of the high vegetation coverage and beautiful environment in the park, egrets choose to settle down here one after another." Zheng Hengtao, deputy director of Lunan Park Management Committee, said. Security and environmental protection are the two major hardware for the development of the park. Among 33 chemical enterprises, Lunan Park constructed an ecological wetland of 4 square kilometers through the treatment of the collapse pit of the original open pit coal mine. Wastewater from chemical enterprises should be filtered through wetland circulation, underground subsurface flow engineering, and then absorbed harmful substances by underground biological floating algae, finally meeting the requirements of secondary water quality. In addition to environmental protection, Lunan Park, which owns the CWS gasifier and the National Engineering Research Center of Coal Chemical Industry, also has other "hard core" skills. Here, the annual technology transfer fee can reach about 200 million yuan. Among them, "new multi-nozzle (opposed) coal water slurry pressurized gasifier", "multi-nozzle (opposed) pulverized coal pressurized gasifier", "new water wall gasifier" and other technologies have been successfully transferred at home and abroad more than 150 (sets), and the gasifier using this technology with a daily coal input of 4000 tons is under construction. In addition, low-pressure carbonyl synthesis technology is also the core technology of the park. Through this technology, large-scale and industrialized acetic acid, acetic anhydride and butanol plants can achieve stable operation. The integration is also a key word to observe Lunan Park. The major enterprises in the park actively docking radiation, product relevance is extremely high, has formed more than 20 industrial chains.

"Our product line is coal-based methanol, 70% of which is piped to Lianhong new materials." Zhuang Qianhai, deputy general manager of Xinneng Phoenix, said that the two enterprises were separated by two walls along the way, and the methanol produced by Xinneng Phoenix was directly transported to Lianhong New Materials as raw materials through pipelines. In addition, the nitrogen gas of the two companies can be shared with each other to achieve the maximum of raw materials.
