Yulin and Tongchuan regulating coal washing and coal storage chaos

The city strictly implements the rectification plan for implementing the feedback opinions of the provincial ecological environmental protection inspector "looking back" and the 22 key action requirements for pollution control of Yulin city. It takes the rectification and construction of environmental protection coal storage yard as the key task of this year, and lists it into the assessment scope of the municipal government's annual supervision key and year-end target responsibility. It requires the city to involve the construction of environmental protection coal storage yard By the end of November 2019, all the enterprises will complete the construction tasks. Since October 23, the special inspection team of Tongchuan Municipal Bureau of ecological environment has carried out special inspection on 37 coal washing and storage enterprises in Yintai, Yaozhou, Wangyi and Yijun, comprehensively investigated and rectified the chaos of coal washing and storage industry, and improved the ecological environment standard level of enterprises.

The inspection team inspected Qianhe station coal platform, AIA Coal Industry Co., Ltd., Yaoqu coal platform, Shaanxi Futong Coal Sales Co., Ltd., Liulin coal yard, yixingda material storage and Transportation Co., Ltd., Dingxing Energy Co., Ltd., Chaijiagou Nanta coal platform, Xinyu Industry and Trade Co., Ltd. and other coal washing and storage enterprises on the spot. It was found that some enterprises had raw coal stacking in the open air . there are no closed sheds for materials, some roads in the plant area are not hardened, rainwater collection and sedimentation tanks are not built, and some enterprises still have incomplete environmental protection procedures. Among them, Liulin coal yard has built a closed shed for materials and hardened the ground of the plant, and equipped with standardized environmental protection facilities such as anti overflow, diversion, collection, sedimentation and other cleaning water recycling facilities, spray facilities, vehicle washing platform in and out of the plant. During the special inspection, the production equipment of the enterprises that do not meet the environmental protection requirements shall be completely removed and cleaned, the open-air coal transmission belt of AIA Coal Industry Co., Ltd. shall be removed on site, and the enterprises that do not meet the environmental protection requirements shall be rectified within a time limit.

At the same time, in view of the rectification problems, the backbone of environmental protection business will follow up the guidance and service, and if the rectification is not in place on time, the production will be stopped according to the law and regulations. At the same time, 37 coal washing and storage industries in the city were assessed for star level, star level management was carried out, and a video monitoring system was built to connect with the supervision platform of the Municipal Bureau of ecological environment, one for acceptance and one for cancellation. According to the star rating results, the differentiated policy shall be implemented in daily management and severe pollution weather response, and the one vote veto system shall be implemented for the enterprises without any environmental protection procedures and with major environmental pollution events, so as to ensure that the ecological environment of coal washing and coal storage enterprises in the city is up to the standard, the surrounding environment is comprehensively improved, and the blue sky defense war is firmly won.
