Special treatment of potential safety hazards of special equipment in hazardous chemicals enterprises will be carried out in depth.

According to the arrangement, relevant enterprises should immediately carry out self-inspection, self-correction and hidden danger investigation and rectification, focusing on the implementation of safety production management responsibility, safety production management system, safety hidden danger investigation and management, and emergency management, etc. Special equipment inspection institutions should focus on the inspection of special equipment that has not been inspected beyond the time limit. Work must not break through the bottom line of "eliminating the operation of special equipment with diseases"; special equipment safety supervision agencies should actively organize, initiate and urge enterprises to carry out investigation, and increase efforts to deal with problems such as unregistered, non-inspected and overdue operation of special equipment.

In order to intensify the renovation efforts, Henan Market Regulatory Bureau will carry out inspection in the form of supervision and inspection combined with undercover investigation, invite experts from technical institutions to carry out "comprehensive physical examination" in major hazard enterprises of Henan Province, and carry out "one-to-one, point-to-point" in key enterprises such as chemical parks and hazardous chemicals. To find out the weak links in an all-round way, face-to-face verification and judgment is carried out one by one. The province will implement "zero tolerance" for potential safety hazards discovered by inspection and take decisive measures to resolutely rectify them. Those who illegally use special equipment will be prosecuted strictly and quickly to further increase the illegal cost of enterprises. At the meeting, Tang Yuanyou, Director of Henan Market Supervision Bureau, conveyed the spirit of the central leadership's important instructions on the "7.19" explosion accident of Yima Gasification Plant and the spirit of the "7.21" teleconference held by the Henan Provincial Government Security Committee on July 21. He also said that in the second half of the year, more efforts should be made to investigate and improve the situation of problems and hidden dangers.
