The report points out that China will reduce the use of bulk coal by 61 million tons in 2018, and the reduction of bulk coal is expected to reach 45 million tons this year. The report analyses the difficulties of bulk coal control this year, and puts forward concrete measures and suggestions.

The principle of "adjusting measures to local conditions" lays stress on the implementation in the process of promoting clean heating in the north. Relevant state departments clearly need to take "adjusting measures to local conditions" as the basic requirement and scientifically select clean heating modes according to the level of economic development, the affordability of the masses, the status of resources and energy. It pointed out that for users who still need to use coal for heating, the work of ensuring clean coal supply should be done well, and for remote mountainous areas, clean heating should not be replaced for the time being. For bulk coal heating, it is important to use "clean coal + energy-saving and environmental protection stoves" instead of bulk coal. "Overall,'clean coal + energy-saving and environmental protection stoves'as a transitional program has gradually been taken seriously at the policy level." Li Xueyu, a coal control analyst with the Natural Resources Conservation Association, said that the timely policy adjustment made it difficult to land.

The report points out that the difficulty of landing projects caused by the difference of policy planning and actual situation is the biggest problem faced by grass-roots governments in promoting clean heating in rural areas. Some local governments have not conducted in-depth research and feasibility demonstration in planning, lacked guidance on scientific planning and technical path of clean heating, and only issued policies in a hurry to complete the hard tasks assigned by their superiors. The contents of policies and plans are often the same as those of documents issued by their superiors. Grass-roots governments have no decision-making power when choosing technological routes. They can only passively accept the planning and design of their superiors. Under the "political task" and "environmental protection pressure", the technical path stipulation is too rigid and the assessment method is too single. As a result, the "coal is better than coal" has not played its due role. Renewable energy heating incentives and multi-functional interaction have been caused. In 2019, the pilot project of clean heating in winter in North China was further expanded. The report suggests that in local practice, resources security, people's affordability and the actual situation of local development should be taken into account as a whole, with environmental benefits as the center, and local conditions and long-term planning should be considered from four aspects of supply, transformation, application and supervision. Journalist learned from the coal control research project team that this year, the local partners of the coal control research project team carried out the analysis and Research on the management of civil bulk coal, covering eight cities in four provinces of Hebei, Henan, Shandong and Shanxi. There are three cities in four provinces and eight cities with different degrees of loose coal reburning, among which the highest proportion of loose coal reburning can reach 23%. It is reported that the reburning of loose coal is affected by many factors. For example, the shortage of clean energy supply in some areas and specific time periods; due to the impact of construction schedule, the transformation project has not yet reached the use conditions after entering the heating season; the traditional concept and heating habits of residents are difficult to change. Li Xueyu believes that among many factors, the imbalance between the cost of clean heating, the actual expenditure level and the economic affordability of residents is the key.

According to the analysis of report, the per capita disposable income of rural residents in the pilot cities of clean heating in the North ranges from 10,000 to 18,000 yuan. According to the definition of fuel poverty in Britain, the reasonable proportion of fuel expenditure is about 5%. According to the calculation of three families, the affordable range of heating cost per rural household is 1500-2700 yuan per year, while the general expenditure willingness of residents does not exceed 2000 yuan. According to Li Xueyu, 32% of the 945 households who participated in the survey used bulk coal analysis report in four provinces and eight citizens.
