Vietnam and the United States establish a comprehensive energy partnership
Vietnam's Ministry of Industry and Trade paid a working visit to the United States, during which a Memorandum of Understanding on Comprehensive Energy Partnership was signed in Washington, the capital of the United States by representatives of the State Council.
Vietnam News Agency in the United States reporters reported that after the signing of the memorandum, Vietnam and the United States officially became full energy partners. It will help to achieve the goal of sustainable energy development in Vietnam and create convenience for enterprises in both countries to carry out activities. The scope of cooperation mentioned in the memorandum covers many areas, such as energy security, energy market development, energy transfer (including research and development of low-emission technologies and their roles), energy policy provisions and related provisions, energy systems and energy management (including grid-connected renewable energy generation, relevant regulations on renewable energy generation), energy storage, technology research and development and energy infrastructure construction. Vietnam's Minister of Industry and Trade, Chen Junying, responded to questions from Vietnamese News Agency reporters at the signing ceremony, revealing that this is a significant activity, because Vietnam's rapid economic development has led to a high level of energy demand, so Vietnam is a big market for investment by American organizations.
Vietnam has identified the United States as one of its important partners, not only because of the rapid growth of bilateral trade volume, but also because the United States has advanced and environmentally friendly technologies in the field of liquefied petroleum gas and even energy. In addition, the U.S. liquefied gas market is more abundant, and Vietnam needs to import large quantities of liquefied gas from abroad in order to ensure energy security.
Chen Junying also stressed that the signing of the Vietnam-US Memorandum of Comprehensive Energy Partnership shows that the two sides have formulated common goals and basic measures to promote the mutually beneficial cooperation between the two countries. In particular, the memorandum also facilitates the enterprises of the two countries to fully tap each other's market opportunities through the existing framework of bilateral cooperation. Francis R. Fannon, Assistant Secretary of State for Energy Policy at the State Department, said that the signing of the Vietnam-US Memorandum of Understanding on Comprehensive Energy Partnerships was the beginning of future cooperation, reflecting trust and good relations between the two countries, and calling on US private enterprises to invest in Vietnam and help Vietnam achieve sustainable energy development goals. Fannon also revealed that the United States is currently carrying out activities to help governments around the world, including Vietnam, achieve energy goals and ensure the use of the people.
After the signing ceremony, Chen Junying issued a document to AES Corporation, informing the Premier of the government to approve the investor of the company for the construction project of Meishan Power Plant No. 2. The total investment of the project is more than 5 billion US dollars, and the BOT will create nearly 2 billion US dollars of demand for LNG imports from the United States every year.
