Risk management of chemical projects in our province

ECHEMI 2020-03-04

On November 17, the Safety Committee Office of Shanxi provincial government issued a document, requiring to immediately carry out safety risk mapping involving chemical projects in all industries and fields of the province, focus on the investigation of enterprises named "science and technology companies" and other types, strictly enforce the safety access of chemical construction projects, and prevent and control risks from the source. The Safety Committee Office of the provincial government requires that by the end of November, all cities shall organize a comprehensive and thorough investigation and screening of all enterprises within their jurisdiction that may be involved in chemical projects, focusing on the investigation of enterprises named "science and technology company", "new material company", "biological company", "pharmaceutical company" and other types, and checking "three yes": whether the business scope includes chemical production and actual production and operation Whether the activity is consistent with the filing and whether the chemical plant is constructed in violation of regulations. Special attention should be paid to illegal leasing of plant or equipment for production to transfer risks. At the same time, for the identified chemical projects, it is necessary to clarify the regulatory responsibilities one by one, prevent the regulatory blind area, establish the regulatory standing book, and strengthen the supervision and inspection; for those found that the scope of chemical production and registration is inconsistent, it is necessary to implement administrative punishment and other measures in accordance with laws and regulations; for those with serious circumstances or major hidden dangers, it is necessary to take measures such as production suspension, rectification, revocation of licenses, closure and ban.
