Jiangsu 18 square kilometers chemical industry core area closed management

ECHEMI 2019-12-27

Recently, with the approval of Taixing municipal government, Taixing Economic Development Zone officially closed the chemical industry core area of 18 square kilometers under its jurisdiction. It is understood that the planned area of Taixing economic development zone is 69 square kilometers, 18 square kilometers of which are under closed management this time, reaching Yanjiang Avenue in the East, Chengjiang road in the south, Yangtze River in the West and Yangjiang road in the north, involving more than 80 chemical production enterprises. "This category basically covers all chemical production enterprises in the development zone." Song Kai, deputy director of the Management Committee of Taixing Economic Development Zone, said that the implementation of full closed management will greatly improve the level of chemical supervision in the zone and reduce safety risks. As early as a year ago, the district actively prepared for the closed management. After the residents, small hotels and small hotels in the chemical core area were moved out, the 18 square kilometers were "enclosed" by the way of enterprise walls and new walls. Set up 7 passes and 7 emergency channels at key crossings to facilitate the registration of vehicles and personnel.

At the same time, two dangerous chemicals parking lots, one ordinary vehicle parking lot and three pass handling centers will be built to manage vehicles centrally. In addition to the hardware construction, the district also increased the efforts of software development and construction, and invested more than 30 million yuan to develop the closed management information system. With the operation of the system, at the end of last year, a comprehensive management center was established in the district. In the comprehensive management center, the reporter saw that each checkpoint can be remotely monitored by computer, and the dynamic in and out of vehicles can be seen at a glance. "In order to better monitor, we have installed more than 200 cameras on bayonets and walls." Wang Qiang, an engineer of the integrated management center, told reporters that in addition to camera monitoring, every vehicle entering the Development Zone, especially dangerous chemical vehicles, is also equipped with a mobile terminal. The route and stop point of the vehicle will be transmitted to the center in real time. In case of road congestion, the center will also send a prompt to the vehicle in advance and provide a preferred route plan. Not only that, the center also integrates the public security, fire control, traffic management and other departments to deal with all kinds of safety emergencies at any time. According to the relevant plan, the closed management of the area will be implemented in two steps: from September 1 this year, the monitoring management will be implemented for all vehicles of hazardous chemicals. From January 1 next year, all vehicles and personnel including hazardous chemical vehicles will be monitored and managed. "The whole closed management operation is expected to cost nearly 100 million yuan." Song Kai said that with the development of the park, it is increasingly necessary and urgent to improve the level of safety management through closed management.

It is estimated that there are more than 1800 vehicles entering and leaving the Development Zone every day, 12000 ordinary vehicles owned by enterprises, employees and merchants, and more than 20000 employees. For such huge data, in order to improve the efficiency of customs clearance, for the ordinary vehicles that have been passed by enterprises for a long time, enter them into the central database by means of "white list" so that the vehicles can arrive and leave immediately; for the vehicles of employees of enterprises, enterprises are encouraged to reduce the number of vehicles in the area and improve the speed of customs clearance by means of shuttle bus. "Closed management, so that the enterprise chemical production and operation of a layer of security." Wang Xiaohua, deputy general manager of Xinpu chemical industry, said that many dangerous chemical transport vehicles in the park are third-party operated vehicles. In the past, due to the confusion of management, the phenomenon of disorderly stop, ultra-high and overweight happened from time to time, like a moving "time bomb", a little carelessness will affect enterprises and the park. Now these vehicles can be monitored and managed in real time, and there is a special parking lot, which makes everyone feel at ease. Based on the closed management information system, at present, the zone is developing relevant software, including the data of environmental protection, energy, emergency rescue, port logistics, public service, economic operation, etc. in the zone into the comprehensive management center, establishing a large database, realizing real-time monitoring of major hazard sources, timely mastering and analyzing various resource data, and making accurate judgment and disposal. "Closed management lays a foundation for the development zone to build a smart park. More and more information input can realize intelligent early warning, analysis and evaluation of key prevention and control surfaces. " Song Kai told reporters that at present, the development zone is actively applying for a national level intelligent chemical park.
