To thoroughly implement the important instructions ofGeneral Secretary Xi Jinping and the Party Central Committee, the StateCouncil's decision-making arrangements, the State Drug Administration isorganizing the entire system to carry out a year of drug safety specialrectification action, case investigation work is an important means to combatdrug violations.

 

  "Opinions" from four aspects ofthe case investigation work to make comprehensive arrangements, requiring drugregulatory departments at all levels to build clear responsibilities, orderly,scientific and reasonable, closely linked to the case investigation workmechanism. The "Opinions" clearly, regulatory departments at alllevels to establish a new era of law enforcement case concept, scientificdivision of case investigation authority, reasonable allocation of caseinvestigation resources, strengthen the case investigation and coordination, totake more resolute and strong measures to severely investigate and deal withall kinds of drug violations. The "Opinions" stressed the need toaddress the outstanding issues strongly reflected by the public, activelyinvestigate the case clues, standardize the case investigation and evidencecollection procedures, strict implementation of administrative penalties,standardize the discretion of administrative penalties, and continue to enhancethe effectiveness of the investigation and handling of cases. The"Opinions" require the strict implementation of violations of the"punishment to the person" provisions, improve the interface betweenthe executive and the criminal mechanism, the overall coordination of majorcases of risk prevention and control, steadily promote the case investigationand handling of information disclosure, timely adoption of effective riskcontrol measures, and comprehensively improve the transparency of lawenforcement, standardization and credibility. The "Opinions" proposedto strengthen the inspection and inspection synergy, strengthen the casesupervision and supervision, strengthen the case investigation and evaluationof a number of initiatives to improve the quality and ability of the caseinvestigation and handling cadres, to create a good atmosphere to encourageregulatory law enforcement officers to take charge, dare to takeresponsibility, strict law enforcement.
