Henan Province issued chemical parkconstruction standards and identified management methods
On November 7, Henan Province Department ofIndustry and Information Technology, Development and Reform Commission,Department of Natural Resources, Department of Ecology and Environment,Department of Housing and Urban-Rural Development, Department ofTransportation, Department of Emergency Management and other seven departmentsjointly released "Henan Province Chemical Industry Park ConstructionStandards and Identification Management Measures (for TrialImplementation)" (hereinafter referred to as "Measures").
According to the "Measures",parks with a total score of 70 or more in the provincial audit can only berecognized as chemical parks. The park with a total score of 70 or less shallbe rectified within a period of time, and the rectification period shall notexceed one year in principle, and no new chemical projects shall be built,modified or expanded during the rectification period (except for safety,environmental protection, energy saving and intelligent transformationprojects). After the completion of the rectification, it is necessary tore-apply for provincial recognition.
The "Measures" also put forwardthe following circumstances, the park identified not through: the establishmentof the park and the master plan is not approved in accordance with theprovisions of the approval (the approval of the master plan before theimplementation of these measures as the establishment of the approval), thepark planning environmental impact assessment and water resources demonstrationhas not been reviewed through the industrial planning has not been demonstratedthrough the park identified not higher than the safety risk level.
Earlier, Henan Province has been identifiedin two batches of a total of 47 parks. Among them, 19 chemical industryclusters, 8 professional chemical parks, 10 chemical parks, 10 industrial parkswith chemical characteristics.
