为深入贯彻落实国家禁毒法律法规(详情请参阅国家禁毒法律法规官方链接:https://www.mps.gov.cn/n2255079/n9911732/n10299403/n10299420/index.html),共同构筑安全合规的化工产品网络平台环境,ECHEMI平台现就进一步规范信息发布、加强全球化学品管制宣导等事项公告如下:
一、 严格遵守法规,筑牢合规经营根基
平台所有用户须严格遵守《中华人民共和国禁毒法》、《易制毒化学品管理条例》等相关法律法规,以及平台发布的各项管理规定。严禁任何形式的涉毒化学品非法交易和信息发布。
二、 全面规范信息发布,防范非法用途风险
禁止发布内容:严禁发布任何非列管但可用于制毒化学品的产品以及询盘询价等相关信息。严禁使用任何代号、拼音缩写等拆词形式规避监管使得非法用途。
倡导合规宣传:发布化学品信息时,应以引导合法、合规的工业应用、安全操作规范及科技正面成果为主,确保内容真实合规。
三、强化全球管制,发布重点国家管制目录
为帮助ECHEMI平台所有用户在全球贸易中识别风险、合规经营,ECHEMI平台现正式发布美国、墨西哥、欧盟等重点国家及地区的最新管制易制毒化学品品种目录。(详情了解:https://www.mps.gov.cn/n2255079/n9911732/n10299403/n10299420/index.html)

目录内容:目录详细列明了相关国家管制的化学品名称(含中英文)、CAS号、管制类别及法律依据等关键信息

In order to thoroughly implement national anti-drug laws and regulations (for details, please refer to the official website of China’s anti-drug laws and regulations: https://www.mps.gov.cn/n2255079/n9911732/n10299403/n10299420/index.html), and to jointly build a safe, compliant, and regulated online platform environment for chemical products, the ECHEMI platform hereby issues the following announcement regarding the further standardization of information release and the strengthening of publicity and guidance on global chemical control regulations:
I. Strict Compliance with Laws and Regulations, Building a Solid Foundation for Compliant Operations
All platform users must strictly comply with the Anti-Drug Law of the People’s Republic of China, the Regulations on the Administration of Precursor Chemicals, and other relevant laws and regulations, as well as all management rules issued by the platform. Any form of illegal trading or information release involving drug-related chemicals is strictly prohibited.
II. Comprehensive Standardization of Information Release to Prevent Risks of Illegal Use
Prohibited Content:It is strictly prohibited to publish any products, inquiries, or quotation information related to non-listed but potentially drug-manufacturing chemicals. It is also strictly forbidden to use codes, pinyin abbreviations, word splitting, or other disguised expressions to evade supervision and facilitate illegal purposes.
Advocating Compliant Promotion:When publishing chemical product information, users should focus on lawful and compliant industrial applications, safe operation standards, and the positive outcomes of scientific and technological development, ensuring that all content is truthful and compliant.
III. Strengthening Global Controls and Releasing Control Lists of Key Countries and Regions
To assist all ECHEMI platform users in identifying risks and operating compliantly in global trade, ECHEMI hereby officially releases the latest controlled precursor chemical lists of key countries and regions, including the United States, Mexico, and the European Union. Contents of the List:The list provides detailed information on chemicals controlled by the relevant countries and regions, including chemical names (Chinese and English), CAS numbers, control categories, and legal bases.
The ECHEMI platform has updated the contents linked in this announcement into the ECHEMI Platform Prohibited and Restricted Products List (For details, please visit: https://i.echemi.com/help-cms/1434560.html).
For all products currently published on the platform, inspections and removals will be carried out in the near future. Members are kindly requested to adjust their product listings in advance. The platform will continue to regulate every piece of information and work together with all users to maintain a reasonable, compliant, and healthy online environment for the chemical industry.
