National Development and Reform Commission: The deduction of raw material energy use is not a relaxation of the requirements for the development of petrochemical chemicals, coal chemicals and other industries
On November 16, the National Development and Reform Commission held a press conference in November, spokesperson Meng Wei said that the recently issued "Notice on Further Improving the Use of Raw Materials Not to Be Included in the Control of Total Energy Consumption" further consolidates the basis for the deduction of raw material energy from many aspects, defines the basic definition and specific scope of raw material energy use, and puts forward specific requirements for improving the statistical accounting system of raw material energy use at all levels. Refine the specific operation methods for deducting raw material energy use in the assessment of energy conservation target responsibility, strengthen the connection and coordination with the energy conservation review system of fixed asset investment projects, and put forward specific requirements for implementation.
Meng Wei introduced that the concept of raw material energy use proposed in the Notice connotates in line with international rules, and the deduction of raw material energy use can more scientifically and objectively reflect the actual situation of energy utilization in petrochemical chemical, coal chemical and other related industries, effectively enhance the flexibility of total energy consumption management, free up energy space for high-quality development, provide guarantee for the rational use of energy for high-level projects, and strengthen support for enhancing the resilience of the industrial chain and supply chain, which is of great significance to the stable and healthy operation of the economy.
Meng Wei said that it should be emphasized that the deduction of raw material energy is not to relax the requirements for the development of petrochemical chemicals, coal chemicals and other industries, nor to encourage regions to blindly develop related projects.
On the one hand, it is necessary to continue to strictly implement the project access requirements. The development of relevant industries must still comply with industrial plans and policies, must comply with necessary approval procedures, must achieve advanced levels of energy efficiency, and effectively control carbon and pollutant emissions. All regions and relevant units should implement relevant policy requirements, resolutely curb the blind development of high-energy-consuming, high-emission and low-level projects, and strictly control project access from the aspects of policy compliance, procedural compliance, and technological advancement.
On the other hand, we will continue to promote energy conservation and improve energy efficiency in the industry. The fact that raw material energy use is not included in the total energy consumption control does not mean that raw material energy use can be used unrestricted and inefficiently. Energy conservation review, energy conservation standards and other work will still put forward requirements for raw material energy consumption, and all regions and relevant units should guide and accelerate the research and development and promotion and application of advanced technologies for energy conservation and carbon reduction, and continue to promote energy conservation and efficiency.
