Panama issues supplementary requirements for the issuance of phytosanitary certificates
On November 24, 2022, Panama issued a circular G/SPS/N/PAN/72/Add.2, issuing supplementary requirements for the issuance of phytosanitary certificates. The main contents include: (1) Supplementary requirements for phytosanitary certificates. To prevent trade disruptions, Panama informed its trading partners that it will continue to use the International Plant Protection Convention's (IPPC) Common System (GeNS) for ePhyto solutions to generate and transmit phytosanitary certificates. For those countries where the electronic transmission of phytosanitary certificates has not been formalized or connected to the ePhyto Center, Panama will use the IPPCePhytoGeNS system to issue a paper phytosanitary certificate, which the interested party presents to the National Plant Protection Organization (NPPO) of the importing country at the point of entry. Attach a sample of the paper phytosanitary certificate generated in GeNS. As the gradual migration from manual systems to GeNS takes longer than expected, the above format will come into effect during 2023; (2) Download link of the phytosanitary certificate format of the Republic of Panama.
