Major Fire Hits China-Russia Joint 2.7 Million T/Y Polyolefins Project, Killing 6 Chinese Nationals and Injuring 152 People

On August 25, 2026, a major fire broke out at the Amur Gas Chemical Complex under construction near Svobodny in Russia’s Far Eastern Amur region, a joint project involving SIBUR and Sinopec, leaving seven people dead by August 26 and raising questions over whether the accident could affect the schedule of the 2.7 million-tonne-per-year polyolefins project.

Six of the seven confirmed fatalities were Chinese nationals, while nine Chinese workers remained missing as search and rescue operations continued. A large number of workers (152 persons) also suffered injuries, with some requiring hospital treatment.

The fire has since been extinguished.

According to information released by the project, the blaze occurred in an auxiliary technological area, while the main production installations were not damaged. Preliminary information indicated that the incident originated in an auxiliary section associated with the pyrolysis facilities, although the final cause remains under investigation.

The distinction is important for the chemical market.

The Amur Gas Chemical Complex has not yet begun commercial production, meaning the accident does not immediately remove polyethylene or polypropylene volumes from the market.

Instead, attention is shifting toward whether the fire, subsequent safety investigation and repair work will delay construction, commissioning or the project's planned mechanical completion.

The Amur complex is one of Russia's largest petrochemical investment projects and a major example of industrial cooperation between Russia and China.

Once completed, it is designed to produce 2.3 million tonnes of polyethylene and 400,000 tonnes of polypropylene annually, bringing total finished polymer capacity to approximately 2.7 million tonnes per year.

The project had previously targeted mechanical completion in 2026.

Its production model is closely integrated with the broader Amur gas-processing infrastructure.

Ethane and other components extracted from natural gas are intended to serve as feedstocks for petrochemical processing, eventually producing ethylene and large volumes of polyethylene and polypropylene.

This integrated gas-to-polymers structure is intended to provide the complex with a competitive feedstock position while allowing Russia to convert more of its hydrocarbon resources into higher-value chemical products.

The location also gives the project strategic importance for Asian polymer markets.

Russia's Far East is geographically close to China and the wider Northeast Asian region. Once fully operational, the project's polyethylene and polypropylene output could serve both domestic Russian demand and export markets in Asia.

As a result, the planned 2.7 million tonnes of annual polymer capacity has long been viewed as a meaningful addition to future Northeast Asian supply.

For now, however, it is too early to assume that the accident will materially reduce the project's eventual production capability.

The operator has said that the main units were not damaged. The more immediate questions involve the condition of auxiliary systems, the duration of the investigation, additional safety inspections and when commissioning activity can resume.

The timing of the accident may nevertheless be significant because the project is already in an advanced construction and commissioning phase.

Large ethylene and polymer complexes require extensive testing before commercial startup, including pressure testing, equipment inspections, pipeline preparation, feedstock introduction and integrated unit commissioning.

A serious safety incident during this period can lead to additional reviews even when core production equipment remains intact.

SIBUR and the project operator have not yet announced a revised startup schedule or disclosed the financial impact of the fire.

For polyethylene and polypropylene buyers, the incident therefore should not yet be treated as an immediate supply disruption.

The key issue is whether the project can maintain its 2026 mechanical completion timetable and when its 2.7 million tonnes of planned polymer capacity will actually begin entering the market.

If construction and commissioning resume quickly, the longer-term supply impact may remain limited. A prolonged investigation or repair process, however, could delay part of the new capacity expected to enter the Northeast Asian polymer market.
