China Implements Streamlined Toothpaste Regulations to Enhance Consumer Safety
In a recent development, the China National Medical Products Administration (NMPA) has introduced significant updates to the regulations governing toothpaste. Effective from September 25, 2023, toothpaste manufacturers meeting stringent criteria are now eligible for a simplified notification process lasting from October 1 to November 30, 2023.

Beginning Dec.1, 2023, domestically produced toothpaste must be notified with the provincial-level drug supervision and administration department in the jurisdiction of the notification applicant before being marketed and sold.
For toothpaste products boasting an impeccable track record regarding quality and safety, coupled with compelling evidence of their long-standing safe use, this streamlined notification process facilitates a more efficient regulatory pathway. The move aims to reward manufacturers with a history of compliance while ensuring consumer safety remains paramount.
Commencing December 1, 2023, domestically produced toothpaste must undergo notification with the provincial-level drug supervision and administration department before entering the market. Similarly, imported toothpaste is subject to pre-importation notification with the NMPA. Notably, products successfully completing the simplified notification process can continue to be imported and sold post the specified date.
In tandem with these procedural adjustments, the NMPA has unveiled the updated "Provisions for Management of Toothpaste Notification Dossiers." This comprehensive document outlines refined notification requirements, bringing toothpaste regulations in closer alignment with those governing cosmetics. Several key aspects of the process have undergone modification, encompassing the notification application form, criteria for product nomenclature, product formula, labeling specifications, adherence to executive standards, product testing reports, and safety assessment documentation, among others.
These amendments signify a proactive approach by the NMPA to enhance the regulatory framework surrounding toothpaste, with a specific focus on ensuring the quality and safety of these daily-use products. As the industry adapts to these updated guidelines, manufacturers are urged to stay abreast of the nuanced changes to ensure seamless compliance and continued access to the market.
