Japan Unveils Draft Guidelines to Enhance Safety and Quality Control of Food Ingredients
On November 20, 2023, Japan's Ministry of Health, Labor, and Welfare introduced Proposal No. 495230249, aimed at refining the "Guidelines for Voluntary Safety Inspection of Tablets, Capsules, and Other Food Raw Materials (Draft for Comment)" and "Production Control and Regulations for Tablets, Capsules, and Other Food Materials Quality Control (Draft for Comments)."
This proposal, a response to the 2018 amendment of the Food Hygiene Law, mandates the inclusion of specified ingredients in "healthy foods" based on Good Manufacturing Practices (GMP). Whether applicable to foods with specified ingredients or not, a certain standard of manufacturing and quality control is deemed essential for products in tablet, capsule, and concentrated ingredient forms. With approximately 3-6% of the population using "health food" for well-being, the need to accurately assess the safety of each raw material and manufacture products of a certain quality has grown in significance.
The key revisions outlined in Proposal No. 495230249 include the following:
1. Structured Emphasis: The guidelines are structured around the pivotal role of ensuring raw material safety and proper product design and manufacturing in line with GMP.
2. Definition Clarity: The draft guidelines offer clear definitions and scope, elucidating various terms associated with safety inspections and quality control.
3. Safety Inspection Refinement: The "Guidelines for Voluntary Safety Inspection of Food Raw Materials such as Tablets and Capsules (Draft for Comments)" refines the concept of voluntary safety inspections and incorporates precautions for product design. An overarching review of the voluntary raw material safety inspection flow chart has been undertaken.
4. Enhanced Specificity: The "Production Control and Quality Control of Tablets, Capsules, and Other Foods (Draft for Comments)" provides more detailed descriptions aligned with the GMP of specified ingredients, offering clarity on the entire process. Additionally, it emphasizes attention to hygienic management in accordance with the Food Hygiene Law, beyond GMP.
These regulations are scheduled for release and implementation in late June 2024, with the feedback period concluding on December 21, 2023. Stakeholders are encouraged to participate in the feedback process, contributing their insights to the ongoing refinement of safety and quality control measures for food ingredients in tablet, capsule, and concentrated forms.
