Latest Developments in National Procurement of Medical Consumables
In the realm of medical consumables, significant progress has been made in China's national procurement initiatives. This article provides a comprehensive overview of the latest updates in the field, highlighting the upcoming batch of procurements and the anticipated price reductions for high-value orthopedic and ophthalmic consumables. Amidst the continuous expansion of China's medical consumables market, the fourth batch of national procurement is set to be implemented between May and June this year. This development brings good news for the orthopedic and ophthalmic sectors, as these high-value consumables are expected to undergo price reductions. The initiation of the product information maintenance phase for selected items in these categories was recently announced by the Fujian Provincial Medical Devices Joint Procurement Center.
The notice issued by the center highlights the need for comprehensive information maintenance to facilitate centralized procurement of artificial intraocular lenses, sports medicine products, and other related medical consumables at the national level. It also emphasizes the importance of executing the selected products' procurement results in the field of neurosurgery and orthopedic trauma at both inter-provincial and intra-provincial alliance levels. The information maintenance period spans from March 28 to April 3, 2024.
Over the past year, China has witnessed a surge in multi-category consumables procurement at both national and regional levels. Notably, several high-value consumables are yet to experience significant price reductions. However, the outcomes of these procurement efforts are gradually materializing, laying the foundation for cost savings. It is estimated that the market size of the products selected in the fourth batch of national procurement amounts to approximately 15.5 billion yuan. On average, the selected consumables are expected to witness a price reduction of around 70%, with artificial intraocular lenses experiencing a 60% reduction, resulting in an annual cost saving of 3.9 billion yuan. Similarly, sports medicine consumables are anticipated to undergo a 74% price reduction, enabling an annual cost saving of 6.7 billion yuan.
Regarding orthopedic trauma procurement, a consortium consisting of 12 provinces, including Beijing, Tianjin, Hebei, and Henan, successfully completed a new round of collective procurement. The market size, based on pre-procurement prices, is estimated to be around 11.5 billion yuan. It is projected that this procurement will lead to an annual cost saving of 9.403 billion yuan. Furthermore, the inter-provincial alliance procurement for general interventional and neurosurgical consumables, led by Henan Province, achieved an average price reduction of 65.40% and 68.55%, respectively. Henan has already announced the implementation of the procurement results starting from April 1 within the province.
The trajectory of national procurement rules has been gradually shifting towards a more moderate approach. The expansion of the medical consumables procurement network, encompassing provincial, inter-provincial alliance, and national alliance levels, has significantly curbed inflated prices, narrowing the margin for marginal market players. This transformation has also provided an opportunity for market restructuring. While domestic medical device manufacturers have made remarkable strides in recent years, they were predominantly focused on the mid-to-low-end market segment. Early entrants in the industry have secured a competitive advantage by building strong relationships with healthcare professionals through extensive clinical education. However, national procurement has redistributed the purchase volumes of hospitals, allowing high-quality domestic medical devices to gain accelerated access to the market. Furthermore, the collaborative bargaining efforts across different regions have led to price reductions for previously costly consumables, facilitating increased market penetration. The fourth batch of national procurement, designed to align with the current market scenario, offers reasonable and lenient rules, providing companies with greater pricing flexibility. Moreover, emphasis has been placed on the importance of "volume" in the selection process, thereby increasing the opportunities for domestic manufacturers. The new procurement rules also take into account subsequent product approvals, allowing newly approved products to be included in the procurement as long as their prices do not exceed the selected product's price in the same category. This provision grants domestic enterprises ample time to rapidly expand their product lines, enhance their competitiveness, and emerge as frontrunners in the highly competitive market.
China's national procurement initiatives for medical consumables have witnessed notable advancements, particularly in the upcoming fourth batch of procurement. The anticipated price reductions for high-value orthopedic and ophthalmic consumables, coupled with the evolving procurement rules, offer both opportunities and challenges for domestic manufacturers. As the market landscape continues to transform, competition in the medical consumables sector will increasingly revolve around innovation, product quality, and cost-effectiveness.
