India Imposes Tariffs of Up to $557 per Ton on Epichlorohydrin from China, South Korea, and Thailand!

On 11 November 2024, the Tax Bureau of the Ministry of Finance of India issued Circular No. 24/2024-Customs(ADD), announcing the acceptance of the final affirmative anti-dumping ruling of the Ministry of Commerce and Industry of India dated 14 August 2024 against epichlorohydrin originating in or imported from China, the Republic of Korea and Thailand. Accordingly, it was decided to impose anti-dumping duties on the products from the above countries for a period of five years, the specific duties are: 0 to 216 US dollars/ton for Chinese products, 298 to 327 US dollars/ton for Thai products, and 274 to 557 US dollars/ton for Korean products. Please refer to the attached Table for details of the levy. The products covered by this measure are classified under the Indian Customs Code 29103000 and will take effect from the date of publication of this circular in the Official Gazette.

Back to September 26, 2023, the Ministry of Commerce and Industry of India announced an anti-dumping investigation on epichlorohydrin originating in or imported from China, Korea and Thailand on the basis of an application filed by Meghmani Finechem Limited, an Indian enterprise. The dumping period of the investigation is set at April 1, 2022 to March 31, 2023, a total of 12 months; The injury investigation period covers 2019 to 2020, 2020 to 2021, 2021 to 2022 and the dumping investigation period. Finally, the Ministry of Commerce and Industry of India issued a positive final ruling on August 14, 2024.
