China Implements New Export Control List on November 15, 11 Announcements Revoked
On November 15, the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs and the National Cryptography Administration of the People's Republic of China jointly issued a notice on the Export Control List of dual-use Items of the People's Republic of China, which will be implemented from December 1, 2024.
On the same day, it announced the repeal of 11 announcements, including: Announcement No. 23 issued by the Ministry of Commerce and the General Administration of Customs in 2023 (on the implementation of export control of gallium and germanium related items); Announcement No. 39 issued by the Ministry of Commerce and the General Administration of Customs in 2023 (Announcement on the Optimization and adjustment of Temporary export Control measures for graphite items); Announcement No. 31 issued by the Ministry of Commerce, the General Administration of Customs, and the Equipment Development Department of the Central Military Commission in 2024 (Announcement on Optimizing and adjusting export control measures for UAVs).
The Export Control List of dual-Use Items of the People's Republic of China covers ten categories of items, including special materials, related equipment, chemicals, material processing, electronics, telecommunications and information security, sensors and lasers, ships, aerospace and propulsion technologies. The list specifically mentions key materials such as carbon fiber reinforced composites, carbon-carbon composites, ultra-high molecular weight polyethylene, polyimide composites, polyamide composites, and polycarbonate composites.
