ECHA Considers Restrictions on PFAS Emissions: New Measures for Fluorinated Polymers
The European Chemicals Agency (ECHA) announced on 20 November that it is evaluating alternatives to a total ban on perfluorinated and polyfluoroalkyl substances (PFAS). Special attention was paid to fluoropolymers during the opinion formation process. The information gathered during the 2023 consultation has prompted the consideration of restriction options aimed at significantly reducing PFAS emissions.
In its initial restriction dossier submitted in March 2023, ECHA proposed two options: a total ban or temporary restrictions when alternatives are not mature. ECHA is currently considering further restrictions and will compare them with existing proposals, which may include allowing the manufacture, marketing and use of PFAS until alternatives are available.
The agency stressed that this alternative approach could improve the usefulness of proposals for application-specific restrictions, especially in cases where a ban could lead to disproportionate socio-economic impacts. During the six-month consultation period, ECHA received more than 5,600 scientific and technical comments from various parties, which revealed new uses of PFAS, in particular the broad role of fluoroppolymers in consumer, professional and industrial applications.
ECHA noted that fluoropolymers are a group of substances of concern in PFAS and that the consultation provides further insight into the availability of alternatives for some uses of these polymers and reveals technical and organisational measures to reduce their environmental emissions, as well as the potential socio-economic impact of banning their manufacture, marketing and use.
