India imposes anti-dumping duties on TDI imports from Chinese Taipei, Europe, Japan, South Korea and the United States
The Ministry of Finance of India has confirmed the levy of anti-dumping duties on organic chemicals toluene diisocyanate (TDI) imported from Chinese Taipei, the European Union, Japan, South Korea and the United States.
Prior to this move by the tax authorities, the designated agency of the General Administration of Trade Remedies (DGTR) proposed in January this year to impose clear anti-dumping duties on TDI imports from these countries.
Narmada Chematur Petrochemicals Ltd is the country’s only TDI producer. The company has submitted a petition calling for anti-dumping duties on TDI imports from Chinese Taipei, the European Union, Japan, South Korea and the United States.
TDI is a transparent liquid used in the production of flexible polyurethane foam for cushioning a variety of consumer and commercial products, including bedding, furniture, car interiors, carpet padding and packaging.
As far as TDI produced by Covestro in Germany and exported from the European Union is concerned, the anti-dumping duty has been set at US$221.04 per ton. For the TDI produced by Bosu Chemical, the anti-dumping duty is set at US$102.05 per ton. For all other producers from the EU, the anti-dumping duty has been set at US$264.96 per ton.
The Indian tax authorities imposed an anti-dumping duty of US$217.55 per ton on the TDI produced by the Sadara Chemical Company in Saudi Arabia. For all other producers from Saudi Arabia, the anti-dumping duty has been set at $344.33 per ton.
For TDI imported from Chinese Taipei, the anti-dumping duty is set at US$274.39 per ton. For TDI imported from the United Arab Emirates (UAE), the anti-dumping duty has been set at US$368.20 per ton.
The tax department stated that the final anti-dumping duty will be effective within five years from the date of the temporary anti-dumping duty, and the temporary anti-dumping duty will be levied on December 2 last year.
