China Launches Anti-Dumping Investigation on Indian Cypermethrin
According to the Anti-Dumping Regulations of the People's Republic of China (hereinafter referred to as the "Anti-Dumping Regulations"), the Ministry of Commerce (hereinafter referred to as the "investigating authority") announced on May 7, 2024, in Announcement No. 17 of 2024, the initiation of an anti-dumping investigation on imported cypermethrin originating from India (hereinafter referred to as the "investigated product"). This investigation aims to determine whether there is any dumping of the investigated product and its extent, as well as whether the product has caused damage to the domestic industry and the degree of such damage, and to assess the causal relationship between dumping and damage.
The investigating authority made a preliminary ruling based on the provisions of Article 24 of the Anti-Dumping Regulations. The content of the ruling is announced as follows:
1. Preliminary Ruling Content
The investigating authority preliminarily ruled that imported cypermethrin originating from India exists dumping behavior, and the domestic cypermethrin industry has suffered substantial damage, with a causal relationship between dumping and substantial damage.
2. Imposition of Temporary Anti-Dumping Measures
In accordance with Articles 28 and 29 of the Anti-Dumping Regulations, the investigating authority decided to implement temporary anti-dumping measures by collecting a deposit. Starting from January 8, 2025, import operators must provide the corresponding deposit to the Customs of the People's Republic of China based on the deposit rates determined in this preliminary ruling.
The scope of the investigation involves imported cypermethrin originating from India. The names of the investigated products include cypermethrin, cypermethrin technical, and Cipermethrin. The molecular formula of cypermethrin is C22H19Cl2NO3, and it is an important pyrethroid insecticide, usually appearing as a yellow to brown viscous liquid or crystalline semi-solid, with contact and stomach toxicity, and a wide insecticidal spectrum. Its active ingredient CAS numbers are 52315-07-8, 67375-30-8, and 1315501-18-8.
Cypermethrin is mainly used to produce efficient cypermethrin and insecticide formulations, widely applied in agriculture, sanitation, and other fields, including pest control in cotton, fruit trees, vegetables, tobacco, corn, and flowers. The product is classified under the Customs Tariff of the People's Republic of China with the tariff number 29269090, but other products under this tariff number are not included in this investigation.

3. Method of Collecting Deposits
Starting from January 8, 2025, import operators must provide the corresponding deposit to the Customs of the People's Republic of China when importing cypermethrin originating from India, based on the deposit rates determined in this preliminary ruling. The calculation method for the deposit is: Deposit Amount = (Customs Approved Tax Price × Deposit Collection Rate) × (1 + Import Value-Added Tax Rate).
