Singapore Unveils TR 129 for Safe Methanol Fuel Bunkering Operations
On March 10, the Maritime and Port Authority of Singapore (MPA), in collaboration with the Enterprise Singapore (EnterpriseSG), released a new technical reference (TR 129) regarding methanol fuel bunkering. This comprehensive framework aims to ensure the safe and effective use of methanol as an alternative fuel in maritime operations.
TR 129 outlines critical requirements for the safe operation, transfer, and measurement of methanol during bunkering. Key components include:
- Delivery Acceptance Standards: Quantitative and qualitative measurements for ship-to-ship methanol transfers.
- Operational and Safety Protocols: Guidelines for transferring methanol from bunkering vessels to receiving ships, including necessary crew training and competency frameworks.
- Mass Flow Meter (MFM) Usage: Recommendations for implementing MFMs to guarantee accurate fuel management and digital record-keeping.
Developed by the Methanol Bunkering Working Group and supported by the Singapore Chemical Industry Council, TR 129 involved collaboration among government bodies, research institutions, and industry stakeholders, including fuel suppliers and ship operators.
David Foo, MPA’s Assistant Chief Executive (Operational Technology), emphasized that the creation of TR 129 represents a collective effort aimed at providing clear guidelines for the safe adoption of methanol as a marine fuel. This fosters industry confidence in transitioning to sustainable fuel options.
Choy Sauw Kook, Director of Quality and Excellence at EnterpriseSG, noted that Singapore’s reputation as a leading bunkering hub relies on its commitment to safety and reliability. TR 129 is essential for equipping local operators to conduct methanol bunkering confidently and paving the way for a multi-fuel future.
Following the world’s first methanol bunkering operation in July 2023, the MPA conducted simultaneous bunkering and cargo operations using MFM systems at Tuas Port in May 2024. The knowledge gained from these initiatives significantly contributed to the TR 129 guidelines.
In December 2023, Singapore welcomed its first methanol bunkering vessel, the MT Maple, a 4,000 DWT IMO Type 2 chemical and oil tanker, marking a significant milestone in the region’s maritime industry.
